Associate Director of Delivery and Uec

The role of the directorate will be to lead on strategy and delivery of our Delivery, Operational and Development Plans, including working as part of the ICS in the development and implementation of our sustainability and transformation plans, delivery of national and local delivery priorities. These strategic and operational plans will set the context for the development of services within the systems operating budget and drive the development, negotiation and agreement of effective system delivery The role will have a lead strategic for ensuring effective improvement in outcomes for a range of programs including UEC, and supporting the delivery of the three ICS Integrators. The role will manage the system coordination centre and ensure agreed operational processes, policies and escalation are in place effectively working across the system partners In addition, this role will be fundamental to delivering the Operational plan for the system including the delivery of the UEC Strategy and supporting the development of the Community Integrator and delivery of the Intermediate care strategy for Bsol ICS. As part of contributing to strategic and operational planning, the postholder will be expected to make a significant contribution to corporate policies and strategy, providing leadership with respect to delivery of the priorities for the Bsol ICS.
This includes the delivery, transformation and commissioning, and delivery of national and local priorities agreed within the ICS and operational plan.. The Associate Director of Delivery and Development will ensure the delivery of programmes and projects, according to agreed standards, timeframes and within budget, with regular and highlight reporting to relevant parts of the ICBs management structure. The post holder will be responsible with the lead Director for ensuring effective partnership working across the health care system in terms of planning, development and implementation of strategic and operational plans of the portfolio. Demonstrating system leadership and working across health and social care, the post holder will ensure that ICBs strategic and operational plans, set within the context of commissioning of the portfolio, are within the ICBs operating budget and contributing to the delivery of ICS objectives..
The post-holder will develop effective strategies for the management of Urgent and Emergency Care (UEC) across BSOL using expert knowledge to work with colleagues across the county to deliver the agenda. They will lead the SCC for the organisation providing operational leadership and oversight of our response centre. EPRR function will sit under the SCC In addition they will: Provide expert operational leadership across health and social care to support effective flow through the urgent and emergency care pathway. Identify examples of local, national and international best practice to ensure BSOL provides the best possible UEC service.
Be accountable for ensuring all partners work to an agreed set of policies, processes and will co-ordinate the development of system wide improvement plans Be accountable for the system-surge function. Liaising with NHS England as necessary and managing all system escalation calls and responses Lead and be accountable for demand and capacity planning process for Urgent and Emergency Care; ensuring it is fully understood and systemwide dashboards are continually developed to support the delivery of countywide key performance indicators (KPIs) Provide expert advice and support to transformation initiatives for Urgent and Emergency Care across the system.
