The formation of the Integrated Care System (ICS) has created an unprecedented opportunity to enable professionals from all sectors to work together in new ways. The post will be hosted in the Integrated Care Board (ICB) but will be a leadership position within a wider ICS matrix team and drive forward new ways of working collaboratively that will evolve in the next 12 months.

The post holder will be expected to manage and lead on
- the Urgent Emergency Care (UEC) Improvement and System Flow team to ensure that all of the work programme is carried out

effectively.
- Intermediate Care (discharge to assess/ care homes/ Virtual Ward and Urgent Community Response) - ensuring effective alternatives pathways are delivered across Birmingham & Solihull
- Ensuring system flow and management is embedded across Birmingham and Solihull
- Effective assurance/ monitoring and impact to demonstrate improved outcomes for all elements of the UEC / System flow improvement

programme
- Collaborative working with ICS to support the development of plans to secure the delivery of national, regional and local UEC Improvement & System Flow priorities including high profile deliverables. These will require the development of robust implementation and investment places, delivery oversight, monitoring and management including the demonstration of return on investment and improved outcomes for agreed service

The post holder will combine expertise and technical skills to support the Associate Director of Delivery and Development to deliver the integration UEC within BSOL ICS.
- Leads and contributes to the strategic planning of the team’s objectives and projects around UEC and System Flow, identifying interdependencies across projects and functions.
- Contributes to ICS long, medium
- and short-term plans and the strategic planning requirements.
- Leadership and support on the development of robust use of financial, quality, data and business intelligence to drive the improvement of community performance and redesign.
- Ensuring that systems are in place to enable the effective and timely monitoring, assessment and management of all performance targets, both those set nationally and those agreed locally. This reporting will need to include the monitoring of performance, the assessment and highly complex analysis of trends and issues, scenario planning and forward projections.
- Provide and support the senior programme meetings across BSOL with high level performance/information and data to monitor and manage the system around intermediate care, UEC and System Flow.
- To identify and assess opportunities for new ways of working and redesign to existing services and markets in intermediate care, UEC and system flow.
- The postholder will need to maintain a good knowledge of emerging national, regional and local policies e.g. Intermediate care, system flow and integrated UEC.
- To support the identification of priorities for the strategic development and planning of services for UEC Improvement and System Flow within available resources and in line with evidence-based policy and practice.
- Work closely with public health, social care and health leads both locally and regionally to shape the planning and delivery of priorities for UEC Improvement and System flow.
- To ensure that place based, and outcomes-based approaches meet national and local requirements in relation to performance, planning, monitoring and management.
- To support the development of contracting models that enable the delivery of system and placed based (where appropriate) approaches to performance, planning and delivery.
- Management of the UEC Improvement and System Flow Team.
- To take every reasonable opportunity to maintain and improve professional knowledge and competence
