**Job summary**:
The Tourism team’s role is to drive growth in the sector: tourism is DCMS’ largest sector accounting for 4% of GVA, £75bn of spend, and directly employing 1.6m people. Between 2016-2019 the sector grew by 11% and is predicted to grow 3% year on year globally to 2030. The visitor economy supports other DCMS sectors: tourism activity in the wider visitor economy supports our arts, heritage & cultural institutions - 25% of cultural activity in the UK counts as ‘tourism’ and similarly for sport. The sector also supports trade and growth through facilitating business travel and business trade shows and conferences.
**About the role - Short-Term Lets Policy Lead**
The government recently consulted on how to implement a registration scheme for short-term lets. Such a scheme will ensure that we reap the benefits of a diverse and sustainable visitor accommodation offer and support the visitor economy - whilst also protecting local communities, including ensuring the availability of affordable housing to rent or to buy. We are now considering the outcome of the consultation and working closely with the Department for Levelling Up, Housing & Communities to develop the right delivery options.
**About the role - Skills and Workforce Policy Lead**
The tourism sector grew by 11% between 2016-2019 and is predicted to grow 3% year on year globally to 2030. However, workforce shortages and skills gaps are threat which could limit this growth. These two issue are longstanding but have been exacerbated by the impact of Covid-19 and changes to legal migration frameworks since leaving the European Union.
The visitor economy is a diverse sector, offering a range of rewarding jobs from entry level bar/restaurant management to CEO of a global hotel group. Tourism employs a high number of young people and women, and is one of the most socially mobile sectors. However, the industry suffers from a perception of being a ‘stepping stone’ industry. Additionally there is a lack of clarity around career progression and training.
For the UK to be internationally competitive and showcase itself as a high-end destination, we need to build our workforce and pipeline of high-skilled individuals to meet the predicted demand.
**Job description**:
**Short-Term Lets Policy Lead**
The successful applicant will play a key part in delivering the registration scheme, through supporting the team to turn Ministers’ vision into a tangible, live product.
Key responsibilities are likely to include:
- Managing the team’s interaction with our data & technology colleagues to ensure policy decisions are translated into delivery on the ground
- Developing the policy for an appropriate fee charging structure for the registration scheme, working closely with the team Band A and HMT.
- Working with our analyst to support development of a full Impact Assessment for the scheme
- Lead on the Public Sector Equality Duty (PSED) to consider and monitor how the registration scheme will affect people who are protected under the Equality Act
- Lead on Ministerial briefings and correspondence as required.
- Work with another member of the team to co-lead DCMS representation with one region of England.
**Skills and Workforce Policy Lead**
This a rewarding and exciting policy area with high level of stakeholder engagement.
Key responsibilities are likely to include:
- Ownership of developing the policy area for boosting skills and addressing workforce shortages in the visitor economy.
- Working with analysts to use research and data to inform decision making and policy development.
- Collaborating with other government departments, e.g. with DfE to develop further and higher education opportunities for tourism and build a talent pipeline, and with DBT, DWP and MOJ to support employment programmes for adults in tourism.
- Sourcing insights from industry on effective training and learning programmes.
- Leading on Ministerial briefings and stakeholder engagement as required.
- Co-leading DCMS representation on a region of England.
