**Fixed Term for 9 Months**

**JOB PURPOSE**:

- To promote the rights and interests of children and young people in care in all aspects of childcare policy, planning and practice, including carrying out consultation with young people in care.
- Facilitate the participation of children and young people in care, including UASC and children with disabilities, in the development of childcare policy, planning and practice
- To advise and assist professional staff, foster carers and other relevant persons on practice issues relating to the rights of children and young people
- To take positive steps to ensure that children and young people with disabilities contact and use the service.

**ESSENTIAL REQUIREMENTS**:

- Either professional qualification relevant to working with children and families OR substantial relevant experience together with evidence of the conceptual ability and written communication skills that would be commensurate with the achievement of a professional qualification at NVQ level 4 or above
- Experience of working with children and young people
- Experience of working with children and young people in care
- Experience of work with groups of children or young people
- Understanding of child care legislation and procedures
- Understanding of human rights legislation
- Understanding of issues relating to the participation of children and young people
- Understanding of the County Council's role and responsibilities as a Corporate Parent
- Ability to communicate with children and young people
- Ability to communicate with peers, other professionals, senior managers and elected members
- Ability to challenge in a constructive way
- Ability to encourage and support children and young people in care to participate in issues relating to their own lives in care and relating to other children in care who they may represent
- Ability to work on one's own initiative and in close partnership with the other post holder
- Ability to maintain computerised records and use information technology e.g. Microsoft Office (Outlook, Word, Excel)
- Ability to write reports to a good standard e.g. for Management Team
- A commitment to promoting the rights of children in care, the participation of children in care and to improving the quality of their lives
