**Job description**:
This is a key role, within the newly established Capability Based Pay (CBP) Team in PCandP. We are looking for a capable and enthusiastic individual to support in the implementation of the new Senior Civil Service (SCS) CBP system in DWP in the coming year and the design and development of CBP for our delegated grades. This is a pioneering piece of work for Government. The need for these posts has arisen given the commitment as part of the Declaration on Government Reform to introduce CBP progression in the SCS and DWP’s ambition and strategy to roll this out for delegated grades during the upcoming Spending Review Period.

The Reward Advisor is a key support role and deputy on the pay flexibility business case and wider CBP initiatives within DWP. Where needed, this role will also support on the technical pay aspects, in partnership with the Pay Modellers within the wider DWP Reward team.

This role is responsible for but not restricted to:

- Supporting the development of the CBP reward strategy for DWP.
- Leading DWP’s scoping and implementation of the SCS CBP system, including stakeholder engagement across DWP and wider Civil Service.
- Using reward knowledge, data and business insight to assist in drafting relevant CBP business cases.
- Providing expert advice to the business and senior stakeholders on complex pay policy issues and queries to deliver the right solution for the department.
- Actively support in the handling / preparation for participating in Trades Unions negotiations.
- Scoping/reviewing policies and process to support CBP. Partnering Capability, Learning and Talent colleagues to support the design and embedding of CBP tools and systems in DWP.
- Engaging with key external stakeholders including HM Treasury and Cabinet Office.
- Managing pay communication relating to CBP.
- Managing correspondence including briefings, PQs and FOIs with due regard to deadlines and department protocols.
- Collaborating with and supporting colleagues across a small and flexible team to achieve team objectives.

**Key criteria**:

- Experience of working in a Reward function and developing and maintaining reward/HR policies. (Lead criteria).
- An ability to understand complex data sets and situations, assess risks and develop a range of credible options and make strong evidence-based recommendations.
- Experience of supporting consultancy projects, or equivalent operational experience in a dynamic and complex environment, with a variety of stakeholders and customers with different needs.
- Experience of business case input/drafting/reviewing.
- Strong drafting and written and oral communication skills and confidence to inform and influence senior leaders.
- Ability to develop and foster strong relationships with a range of stakeholders across the Organisation and other Government departments.
- Excellent team working skills, with an ability to confidently work autonomously, with pace and with attention to detail.
