**Job Title**: Strategic Communications Lead - Police Race Action Plan

**Salary**: £50,897 to £62,015 plus a Location allowance of £1,721. You will receive £50,897 the band minimum. Progress to the band maximum of £62,015 will be via incremental progression.

**Location**: 10 Victoria Street, London, with flexibility to work remotely.

**Contract **:fixed term contract, until 31st March 2025 (with the potential for extension).

**THE NATIONAL POLICE CHIEFS’ COUNCIL (NPCC)**

- Communication - by sharing the collective expertise, views and action of UK police chiefs.

**POLICE RACE ACTION PLAN**

Police leaders have committed to a plan of action to build a more inclusive police service, and address negative disparities for Black people interacting with, or working in, policing in England and Wales.

The Police Race Action Plan is being led by the National Police Chiefs’ Council (NPCC) and the College of Policing, with partners from across policing, including Police and Crime Commissioners and staff associations, and its progress is scrutinised by an Independent Scrutiny and Oversight Board.

**THE ROLE**

We are seeking a highly strategic communications leader to lead communication of this ambitious plan of action.

This role is a unique opportunity to contribute to a programme of change that will address long-standing challenges in the relationship between the police and Black people in the UK with communication central to achieving the programme’s aims.

The programme aims to build confidence in the police where it is currently lowest and the Strategic Communications Lead will play a pivotal role in championing audience specific, insight-led communications and developing strategic communications that build confidence.

The Communications Lead will develop and deliver a communications strategy to:

- build active engagement in the programme of change from a wide range of stakeholders;
- communicate progress and meaningful change - prioritising Black people and other people of colour and addressing their concerns about policing;
- design or commission strategic communication that deliver specific outcomes with the plan of action.

This role will deal with complex, sensitive and high profile issues at a strategic level and include hands-on delivery in as well as management of overall delivery.

You will manage a stakeholder engagement manager and communications manager and will draw on resources from the both the NPCC and College of Policing communication teams as well commissioning and managing suppliers.

**VETTING**

Applicants must hold or be prepared to undergo National Security Vetting (NSV) at RV and CTC level before taking up the post.

**APPLICATION REQUIREMENTS**

- ** We analyse critically, Level 3** - Evidence of setting communications strategy on complex and sensitive issues using audience insight, data and analysis and defining appropriate evaluation metrics.

**ADDITIONAL INFORMATION**

Occasional national travel may be required. Travel expenses will be paid if location allowance is not being received, or when travel falls outside of the home to work journey. NPCC will pay for overnight accommodation if required.
