**Job summary**:
The UK Health Security Agency (UKHSA) is responsible for planning, preventing, and responding to external health threats and providing intellectual, scientific and operational leadership at national and local level, as well as on the global stage.

UKHSA will ensure the nation can respond quickly and at greater scale to deal with pandemics and future threats.

The Strategy, Policy and Programmes (SPP) Directorate sets the strategic direction for UKHSA, supports the organisation to deliver the business plan and evaluates performance of delivery.

This leadership role has responsibility for the Information Rights function within SPP Directorate and is vital for ensuring the UKHSA meets its statutory information access obligations when communicating with stakeholders and members of the public.

**Job description**:
MAIN DUTIES AND RESPONSIBILITIES

We are looking for a highly competent G7 to join our team. This is an excellent opportunity to work in a high performing specialist Information Rights team and make a real impact. Information Rights covers the Freedom of Information (FOI) Act, Environmental Information Regulations (EIR), and the General Data Protection Regulation (GDPR).

A background in leading Information Rights services across government and with a range of stakeholders is essential for this role.

Main duties may include:

- managing delivery of high-quality Information Rights service for UKHSA and contribute to the overall development and effectiveness of UKHSA
- establishing effective and efficient relationships internally and externally
- using high quality and robust analysis and collaboration to solve complex delivery issues
- providing creative and objective insight to challenge established thinking about what can be done

The postholder will carry out any other duties as may reasonably be required by the Directorate. The job description and person specification may be reviewed in accordance with the changing needs of UKHSA.

**Working for your organisation**:
With these aspects of the role comes a delegated responsibility to approve UKHSA’s responses to its stakeholders; the postholder must identify and design appropriate approval mechanisms to ensure UKHSA’s Senior Leadership team remains sighted on all activity. The postholder must ensure that relevant colleagues in UKHSA are aware of any FOI associated activity that could gain wider coverage.

The postholder will deputise for the Head of Public Accountability as required to ensure that UKHSA’s Information Rights service is maintained to a high level. The postholder will be responsible for the line-management and development of an FOI manager at SEO grade and several FOI case officers at HEO grade.

A particular challenge arises from the wide range of scientific and public policy areas in which UKHSA is involved. As the role involves changing priorities, you will need to demonstrate the ability to be flexible, adaptable, and resilient through uncertainty.

Essential Criteria
- Experience of leading, developing and managing a centralised service for responding to requests in compliance with the Freedom of Information Act, Environmental Information Regulations and Data Protection Act and the General Data Protection Regulation.
- Experience of communicating specialist expert advice and guidance to the senior management, Directors and their leadership teams on statutory information access and related issues
- Experience of holding responsibility for developing options and delivering agreed outcomes at pace, on time and to the required standard in a dynamic and changeable environment; including planning ahead, regular review and prompt action to maintain performance and outcomes
- Ability to assess user/customer/stakeholder needs and translate these into a product or service that meets those requirements
