The role and our team The Matrix Programme are a transformation initiative involving the Cabinet Office, Department for Business Energy and Industrial Strategy, Department for Culture Media and Sport, Department for Education, Department for Health and Social Care, Department for International Trade, Attorney’s General Office and HM Treasury.

It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.

The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for BEIS and its partners whilst working to?deliver?the strategic objectives of the new Government Shared Services Strategy

We will deliver the Government's three overarching objectives for shared services:

- Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
- Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
- Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

The Matrix Portfolio is seeking a Finance and Commercial lead, leading the function for the Matrix Portfolio. The post holder will lead a core team of functional Business Analysts to ensure that best practice for policies, processes and operational convergence are embedded into the designed cross departmental system and service model. Drawing upon experience of delivering within successful and highly complex ERP implementation and transformation projects, the lead will engage across departments driving convergence, standardisation and the implementation of the new model.

**Key responsibilities**
- Act as the programme functional lead, engaging and coordinating with departmental functional leads and process owners for the Finance and Commercial functions
- Lead a core team of Finance Analysts to design, iterate and capture the end-to-end system and service model for all departments.
- Act as the point of contact for engagement with departmental SLTs and HR Directors.
- Ownership of the relationship with the Government Finance Functions, representing the Matrix at the GFF Forums and technology working groups ensuring alignment with Government Finance Function emerging strategic directions, service model considerations and global processes.
- Define and understand the challenges and exceptions to the ‘optimal model’ and carrying out detailed analysis to help establish the best technical solution for the HR areas
- Lead Finance and Commercial functional engagement with the technology and data workstreams ensuring alignment of the technology to the future system and services requirements
- Define the technology (functional) requirements, seeking cross departmental approval. Acting as the key evaluator for the procurement exercises.
- Ownership of the user journeys process chains, workflows and taxonomy.
- Support the delivery of the business change strategy and plan and assure business readiness in departments
- Ownership, exploration and agreement of detailed design matters,
- Ownership of the finance and commercial working groups.

**Essential Skills**:

- Leading and Influencing: The ability to work with others in a complex environment with a wide variety of senior leaders across all eight Matrix Departments and a range of Arms Lengths Bodies. In performing this role there will be necessity to work independently to investigate operational requirements, as well managing a team of contractor and civil servant resource.
- Stakeholder Management - Have a proven track record of defining aligned requirements within complex, multi stakeholder environments to tight timescales, demonstrating excellent communication and presentation skills, and be able to cater to differing levels of seniority, experience and technical knowledge.
- Experience working in a consulting organisation at Senior Consultant or Manager level on large transformation programmes or have held positions of technical leadership for solutions which have undergone HR/shared service transformation.

**Desirable skills**:

- Be a confident facilitator, able to drive progress against deliverables while aligning stakeholders around a common goal.
- Be an innovative thinker able to help develop, and deliver against, a critical path to a strategic outcome (i.e., vendor selection)
- Demonstrate knowledge of a range of Agile and lean delivery techniques.
