Rare opportunities have come available to join the Vetting Team as a Clearance Decisions Specialist and a Clearance Compliance Specialist, positions which have responsibility for leading the delivery of in important part of the established FCA Security & Vetting Framework. Working across the FCA you will be part of a busy, dedicated, and professional Vetting team. This post will have individual responsibilities for supporting the Team Manager and Deputy Department Security Officer, and for ensuring the FCA’s compliance with Security Vetting and Screening requirements. It is expected the post holder will work with a wide range of internal and external risk and vetting contacts, whilst providing guidance and advice on all Personnel Security and Security Vetting matters.

The Vetting Team is part of the new Operational Resilience department, and is specifically accountable for crisis management, business continuity management and HM Government security vetting on behalf of the FCA. The Vetting Team currently consists of 5 people (two Senior Associates, two Senior Administrators, and one temporary Administrator support post), headed by an Operational Resilience Manager.

What you will be doing (the role)- Using specialist knowledge to be the oversight for all vetting related enquiries, and to proactively own those issues until resolved. This will include dealing with the clearance holders, recruiters, prospective line managers, and external agencies- Manage either the new case decisions process or the implementation of vetting aftercare rollout, in either case identifying clear risk thresholds and engagement with other areas of FCA is key (HR, Risk and Compliance and Cyber & Information Resilience)- Using existing vetting experience to manage the relationship with UKSV (Cabinet Office run UK security vetting service) for either new decisions or aftercare on a monthly basis, knowing when to push back when we are not receiving the service we expect-
- Work with the Team Manager to deliver Continuous Improvement process changes which have come from the Cabinet Office/UKSV policy changes or internal changes in Risk Appetite- You will be expected to work closely with the DDSO (Deputy Departmental Security Officer) and Team Manager in making risk-based judgements to identify and mitigate areas of potential harm

The skills and experience you will have

Minimum- Proven experience of end-to-end knowledge of National Security vetting processes, requirements, and systems - in particular evidential experience of making vetting case decisions using both the UKSV Case Management System and Portal- Demonstrable evidence of working on national vetting policy and its’ expectations on firm compliance

Essential- Good relationship management skills are essential with both our internal and external stakeholders- Knowledge of using Agile methodologies is a benefit and being able to manage on several key ceremonies (Sprint Planning, Retro etc)- Experience of making risk based vetting judgements in a regulatory environment- Able to work on own initiative, prioritising and escalating issues appropriately, taking responsibility for your own actions and working to tight deadlines- Flexible and willing to take on new tasks and responsibilities and to adapt to changes in the vetting case lifecycle- Excellent IT skills, including sound knowl
