Housing Association in Berkshire seeks a Procurement Manager.
**Your new company**
Our client provides good quality, affordable homes to rent and buy across the South East of England. Established in 1995 they now own, manage and maintain more than 7,500 properties within Berkshire, Buckinghamshire and Hampshire. They offer a wide range ofhousing options, including affordable homes to rent, properties to buy under shared ownership, market rent properties and specialist accommodation for older people and people who need care and support to live within the community.
**Your new role**
To lead, embed and drive procurement strategy, policy and procedure across the business, promote best practice and compliance in line with the organisation's values, standing orders and any appropriate legislation.
- To ensure value for money is achieved across all business procurement.
- Delivering value for money - Develop the procurement strategy and policy and ensure appropriate procedures are in place throughout the organisation
- Procurement ownership - Take the lead on the delivery of an effective and value-added procurement plan ensuring the organisation maximises the value from procurement
- Ensure there are effective controls in the procurement practice to ensure compliance across employees and suppliers
- Provide assurance on compliance to the Chief Executive, Board and senior leadership team
- Assume overall responsibility of major procurement projects, including scoping, project management, and reporting on procurement outcomes.
- Develop the procurement service to ensure high levels of performance with an effective and responsive service to all stakeholders.
- To support colleagues in the delivery of procurements across various business areas
- Ownership and administration of the electronic tendering portal to facilitate effective procurement delivery
- Legal compliance - Be the organisation expert on procurement, ensuring we operate in line with legal, regulatory and best practice.
- Manage formal tendering and other procurement processes in line with UK procurement regulation.
- Procurement for Asset Management - Lead on procurement savings for asset management as the highest spend department.
- Organisation wide procurement - To work closely with other departments to understand procurement requirements, set priorities and deliver procurement solutions that drive value for money.
- Offer expert guidance and advice for the delivery of low and medium value procurements.
- Reporting to Executive Team - Report on procurement activity, with particular focus on Value for Money achievements and outcomes.
- Procurement training - To provide training on procurement as required.
- Other - To take on other duties commensurate with this post as directed/delegated by the Assistant Director of Finance & Procurement.

**What you'll need to succeed**
- Relevant Business/Supply Chain Degree
- Full CIPS qualification, or a desire to pursue
- Experience of working within a strategic procurement function
- Experience of improving procurement services provided
- Experienced and competent in delivering procurement in line with UK procurement legislation
- Experience of delivering an effective procurement service
- Experience of tendering through frameworks and bespoke tenders
- Experience of delivering procurement within the Social Housing Sector or similar public body
- Experience of drafting and managing standard construction contracts (e.g., JCT / NEC etc.)
- Ability to take the lead in tender evaluation, financial appraisals, and whole life costing.
- Negotiation skills to lead in supplier/contractor negotiations.
- Strong attention to detail.
- Committed to legal, regulatory and internal policy compliance, with the ability to effectively challenge noncompliance.
- Ability to influence and gain agreement with stakeholders, to ensure the organisation awards contracts compliantly in line with all appropriate legislation, strategy & policy
- Ability to lead stakeholder groups to develop specifications
- Ability to consistently utilise and manage the nominated e-tendering portal.
- Ability to communicate clearly and concisely both verbally and in writing.
- Ability to tailor messages appropriately for the audience and communicate complex information in an easy-to-understand format.
- High levels of self-motivation, enthusiasm, and the ability to be innovative.
- Committed to promoting inclusion within procurement activity.
- Effective report writing for Executive and Board level
