**The postholder will provide professional advice, guidance and support on all internal health and safety matters to managers, employees, elected members, contractors and any other partners working for or on behalf of the Council.** Key responsibilities:

- Advise management on the revision and updating of relevant health and safety legislation, producing policies, procedures and safe systems of work for Health and Safety.
- Conduct accident investigations with managers and near miss situations and to produce written reports with recommendations for improvements and learning.
- Prepare, advise, and write Safety Policies and quarterly reports for Corporate Leadership Team, safety committees and member committees or groups as required.
- Organise, attend, and prepare items and updates for Health and Safety committees.
- Ensure that the occupational health and welfare of the Authority’s employees are maintained in accordance with any statutory obligations.
- Ensure high standards of health and safety practice are maintained in accordance with council policy, including the health and safety and welfare at work of themselves and colleagues.
- Advise management on the measures necessary for the completion of statutory requirements and returns.
- Establish levels of compliance, and to advise managers and employee of these against legal and recognised national standards.
- Administer the Health and Safety risk and accident reporting databases.
- Advise on compliance with the Regulatory Fire regulations 2006 within Council owned or managed buildings.
- Liaise with external agencies regarding claims i.e., insurers, solicitors etc.

- Familiarity with Microsoft Office Suite, particularly Word, PowerPoint and Excel or equivalent and bespoke H&S software systems
- Chartered Member of the Institution of Occupational Safety and Health (CMIOSH) or having a similar relevant qualification and relevant experience
- Chartered Membership International Institute of Risk & Safety Management (RSP)-Desirable
- Possess a minimum of 2 years practical experience as a Health & Safety practitioner, ideally in the Local Government sector.

Skills & Abilities
- Excellent verbal and written communication skills, including MS teams calls, face to face and virtual presentation skills
- Able to quickly build and maintain rapport and relate easily with colleagues at all levels, appreciating their needs and try to find suitable solutions
- An effective coach who is able to relate to and advise people of differing levels of health and safety backgrounds
- Able to plan and effectively organise workload and meet deadlines
- Effective influencing skills
- Able to effectively deal with difficult situations
- Positive attitude, with a flexible approach to work
