**Head of Programme Controls & Programme Management (Inside IR35)**
**Contract Term: 6 Months**
**Contracting Authority: Network Rail**
**Location: Manchester or York**
**As the Head of Programme Controls & Programme Management your main responsibilities will be**:
- Lead the Programme Controls & Programme Management Professions for DRP and Industry. Lead improvements in Planning, Controls & Programme Management competence through the assessment of our people and provide effective training and development programmes.
- Define and own the DRP and Industry Programme Controls Strategy (Cost, Schedule, Access, Logistics, Resource Management, Change Management and Document Management) providing leadership to the Delivery teams, Supply Chain and Route clients to enable efficient delivery.
- Lead the development of effective Programme Controls standards and processes for DRP and Industry. To include implementation and continuous improvement of Integrated Access and Logistics Planning, Project Planning, Programme Controls, Change Management, Document Management and Functional assurance.
- Own the DRP and Industry Project Management standards and processes including GRIP and LoC. Optimise efficient and effective project governance and delivery. Own Level 1 assurance for Enhancement and Renewals Projects/Programmes including ownership of the Peer Review schedule & assurance.
- Own and deliver the P3M3 capability improvement programme and benefits realisation. Develop & deliver Change Project capability through MSP4NR methodology and deliver the 15 P3M3 and other improvement projects.
- Lead the introduction of new capabilities in respect of Network Rail Programme Management Systems (including; Oracle Projects, Microsoft Project & Primavera) that provide efficiency improvements across the investment portfolio supporting the strategic vision and business requirements for DRP.
- Own the capability to provide insight to DRP and Industry Senior Leadership through evaluation & monitoring of the investment portfolio clearly identifying risk and opportunity. Evaluation to include Plan performance, physical progress and supplier performance including ownership of Supplier KPIs and NR enabler KRAs across the regional CP5 Framework Contracts and Alliances.
- Lead the Long and Short term Planning & Integration (including access, logistics and critical resources) of the DRP’s portfolio of major programmes and projects, achieving successful delivery to cost, time and quality to meet CP5/CP6 outputs. Lead integration with HS2, IP Track and Signalling and Routes & support resolution of national planning & integration conflicts.
- Own, lead & coordinate the DRP’s business outputs and compliance with the DWWP standard as single point of contact, in order to reduce to the risk and impact of possession overrun through effective risk and contingency planning.
- Own, deliver, manage and assure the Document Management strategy and toolsets for the DRP and Industry, integrating Supply Chain, Delivery teams and Route(s) to DRP Document Management Standards.
- Lead the development and implementation of the DRP Change Management Board and Governance process & Risk and Value Assurance committee.
- Own the vision, strategy, development & implementation of the toolset defining the future people resourcing estimate required to deliver the DRP investment portfolio. Lead collaboration with Heads of Professions, Project Directors and Route Delivery Directors to ensure efficient allocation of competent resources
**Essential**:
- Demonstrable track record in the successful leadership, control, planning and delivery of complex construction and engineering projects.
- Experience of investment principles, support disciplines (risk, estimating, planning, cost and value management) and their supporting technology solutions.
- A significant background of team leadership.
- Ability to undertake structured analysis to problems, engage stakeholders and lead the implementation of business-wide solutions.
- Operational experience of communicating with influencing key stakeholders at all levels of the organisation both internally and externally This should include Customers; 3rd party representatives, lobby bodies; other business & functional leaders and key support personnel.
- Experience of working within a regulated industries and proven ability to effectively communicate, influence and build an effective rapport with the Regulators (ORR; NII etc.).
**Desirable**:
- A post-degree business qualification.
- Chartered Engineer/Manager.
- Sound knowledge of in the UK rail industry.
- Member of a relevant professional body with chartered status (or similar i.e., APM Registered Project Professional RPP); other recognised bodies include the PMI (PMP) & RICS.
- Knowledge and experience within the construction industry and its methods and approaches.**Disability confident**
