**JOB TITLE**:Community Arts Officer

**LOCATION**: Lisburn Area

**KEY PURPOSE OF THE ROLE**:
The post holder is responsible for the development of a proactive programme of community arts events, training, activities and festivals to enhance community access to the arts to maximise long term active participation in the arts on a community outreach basis targeting all sections of the community.

The post holder also services Lisburn Arts Advisory Committee and Lisburn Historic Quarter Arts Group and assists with the implementation of the Council’s Arts Development Strategy and the Council’s Community Support Plan.

The post holder will undertake duties relevant to the post allocated by the Arts Service Manager and participate in the interchange of duties to cover for staff breaks, sickness, leave and staff vacancies, and will act as a Duty Officer as required.

**KEY DUTIES/RESPONSIBILITIES**

Devise, manage and deliver a proactive, innovative and developmental community arts programme of performance’s, festivals, exhibitions, classes, workshops, training and talks to enhance community access to the arts.

Responsible for the effective management of expenditure and income for the community arts programme including; budgetary planning, costing, monitoring, quotations, grant-aid and sponsorship in accordance with the Council’s financial regulations and contribute to the preparation of annual estimates for the Arts Service.

Responsible for the operational management and production of the Mayor’s Carnival Parade as a major community arts showcase, the annual Children’s Arts Festival and Hallowe’en event and for any other allocated community arts event or festival as reasonably allocated by the Arts Service Manager.

Responsible for the compilation and co-ordination of the community arts programme in the Arts Service’s season brochures and analyse, monitor and review community arts programming trends to include evaluation processes, box office data, pricing policies and through the Arts Information and Education Officer relevant media interaction.

Responsible for engaging and the line management of Casual Tutors for all community arts classes and workshops for the organisation of associated rotas, schedules and contracts.

Develop and manage relationships with key community arts stakeholders including public, private and community/voluntary organisations on all relevant arts matters to ensure effective partnership working including the promotion and organisation of events originating from these bodies.

Responsible for ensuring that all Health & Safety legislation, published relevant guidelines and Council Health & Safety policies and procedures are complied with for all relevant Arts Service activities and events.

Assist the Arts Service Manager in implementing and developing the Council’s Arts Development Strategy as associated arts policies including the development of specific community arts performance indicators in accordance with requirements for Performance Improvement.

Attend meetings on behalf of the Arts Manager, as required.

**JOB SPECIFICATION**

1. A third level qualification (for example, HND, HNC, NVQ Level 4 or Degree) in a recognised field of the arts e.g. Theatre/Media Studies, Combined Studies in Art and Design

Three years employment experience in the Arts/Cultural activities field to include each of the following areas:
- Organisation and promotion of local events.
- Experience of managing delegated budgets.

Where applicants do not hold a qualification as outlined in 1 above, they must demonstrate a minimum of six years’ experience as outlined in 2 above.

1. Experience of managing grant-aided programmes funded through European Programmes for Peace and Reconciliation or other similar funding agencies.

2. Experience of working with community-based organisations.

3. Experience of using Microsoft Packages including Excel.

**Salary**: £18.81 per hour
