**Job summary**:
Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.

We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.

We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our Department for Transport commercial team delivering departmental objectives.

**Job description**:
This role will also be responsible for drafting and implementing new commercial policies across the DfT Group (Group). This includes assessing the impact of new commercial policies on the Group.

The role will be responsible for communicating changes to policy colleagues, DfT Staff, senior stakeholders and wider industry and suppliers. In particular the role will be the DfT champion for the Government’s Transparency agenda.

**Person specification**:
The post-holder will consult with key stakeholders from the cross government, DfT Group and the wider transport sector, to develop, embed and communicate commercial policies. **The main responsibilities are likely to include**:

- Play a pivotal role in supporting the implementation and roll out of procurement reforms in the Group, and ensure the procurement reforms meet the needs of the Group;
- Develop, implement, and maintain commercial policy in the Group;
- Ensure robust commercial policies and processes for the DfT centre;- Work closely with the Government Commercial Function in Cabinet Office to develop commercial policy and ensure that they are fit for purpose for the Group;
- Act as the champion for the Sourcing, Consulting and Digital, Data and Technology Playbooks in the Group;
- Work closely with the DfT Commercial Capability team to ensure commercial policy development and implementation has a robust capability offering alongside it;
- Maintain robust lines of communication and facilitate collaborative engagement with commercial policy teams across the Group;
- Maintain and improve DfT standard terms and conditions, and templates and guidance for commercial professionals;
- Review and assure all new Free Trade Agreements to ensure that procurement chapters meet the needs of the DfT.

The post-holder will take a leadership role in supporting and enabling delivery of the work, helping to identify and resolve barriers and engendering an ethos of continuous improvement across the Group**.**
