**Summary**:
Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.

We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.

We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our DCMS commercial team delivering departmental objectives.

**Job description**:
The Superfast programme is a £2bn programme that launched in 2010. It provides public subsidy to suppliers to build broadband infrastructure networks in rural areas. Contracts are run according to BDUK process, using our State aid cover, some of our funding and our contracts. C45 local authorities and devolved administrations award contracts to suppliers under the programme. BDUK acts as the programme authority with delivery oversight and assurance responsibilities.

We work extensively with contracting authorities and suppliers to ensure the programme delivers against its objectives.

This role sits in the Superfast Commercial Team and works closely with our sister functions and suppliers to provide advice and assurance, arms length contract management e.g. negotiation programme wide issues with suppliers on behalf of contracting authorities and supplier management at programme level.

**Responsibilities**:**
For contracts procured by Local Authorities**:

- Responsible for the creation and promotion of commercial strategies for the respective programme;
- Lead the development of commercial and procurement strategies to align with both local economics and BDUK delivery objectives;
- Lead the assessment and assurance of contracts throughout their lifecycle (including reviewing Total Cost of Ownership modelling) during procurement, change requests and contract closure;
- Negotiate and maintain BDUK’s grant agreements with Local Authorities;
- Providing guidance to Local Authority delivery partners regarding procurement strategies, procurement processes and contract management; in line with Public Contracting Regulations;
- Manage programme level commercial risks and issues, driving resolution and escalating as required;
- Working with all key stakeholders to the programme including suppliers and Local Authorities, issuing regular communications, attending/leading management meeting;
- Deliver the SRM strategy and delivery for the programme ensuring alignment to the broader BDUK SRM strategy.

**Skills/Experience**

**Essential**
- In depth knowledge and experience of procurement and contract management;
- Supplier relationship and risk management;
- Best practice in ensuring good commercial outcomes and value for money through contracts;
- Proven track record in managing multiple and/or complex contracts.

**Desirable**
- In depth knowledge and experience of PCR procurement; procedures and regulations;
- Telecoms marketplace and competition regulations - awareness of fibre and other ultrafast broadband technologies;
- Government Commercial standards and best practice in ensuring value for money through contracts;
- Local authority structure, functions, pressures and delivery capability;
- An awareness/understanding of State aid / Subsidy Control grant regulations and constraints;
- Regulated markets and regulator activities.
