**In this role, you are accountable for**: 1. Business Partnering Support your assigned directorate to establish and maintain a sub-portfolio change programme, identifying and categorising new projects and change initiatives for a decision on entry to the portfolio Manage the delivery of directorate 3-year roadmap for sub-portfolio and project pipeline, monitoring project progress and providing regular updates at Programme Review Boards (PRBs) and Portfolio Board Support your directorates understanding of portfolio management frameworks, ensuring appropriate governance proposed for delivery of change work and advice on spend controls and internal and external assurance and approval requirements Understand the directorate capacity available to deliver sub-portfolio of change and collaborate with business partner network to assist supporting directorates understand potential resource demand Lead your assigned directorate through the NHSBSA business planning process for change and facilitate development of required business cases Identify continuous improvements to NHSBSA portfolio management frameworks and processes to drive best practice, realise PMD strategic objectives and meet organisational needs Act as an effective escalation point for project and programmes, supporting risk and issue management as required 2. Sub-portfolio planning, Scheduling and Resourcing Work with Directors and directorate senior management to identify and define initial scope of new projects for a decision on entry to the portfolio Collaborate with Partnerships and Opportunity Development (POD) and senior management to ensuring awareness of future opportunities and the impact on sub-portfolio Determine sequence for delivery of directorate sub-portfolio, adjusting and plans and resource allocation appropriately to align with changing priorities, dependences and strategic objectives Recommend how PMD, directorate SMEs and other resources be allocated across directorate sub-portfolio project and change initiative initiatives to optimise the organisations return on investment and capacity Recognise and track interdependencies across sub-portfolio projects and change initiatives and work with other Portfolio Business Partners and Portfolio Office team to determine dependencies across the NHSBSA portfolio of change and build into own sub-portfolio planning Day-to-day management of the sub-portfolio, setting PRB tolerances and management controls 3. People and Leadership Lead the assigned project managers and business analysts in understanding directorate strategic objectives and delivering the business case benefits and outcomes Communicate and build commitment to a shared vision and standards for sub-portfolio management within the directorate, defining accountability and championing the use of best practice via NHSBSA portfolio management frameworks Provide direction and guidance on portfolio management to the directorate and specifically directorate change managers Drive development of colleagues in PMD via leading by example, knowledge sharing, training and contribution to Portfolio Academy Build internal Business Partner networks and collaborate with other Portfolio Business Partners to drive continuous improvement and best practice 4.

Governance & Reporting Establish clear understanding of and adherence to NHSBSA portfolio management and governance frameworks within the directorate Coordinate reporting from projects for approval at Programme Review Boards (PRBs), presenting to Portfolio Progress and Assurance Group (PPAG), Leadership Team (LT) and Portfolio Board and governance forums as appropriate Drive accurate data and usage of Project Portfolio Management (PPM) tool for sub-portfolio reporting across the directorate, contributing to continuous development of tool to meet sub-portfolio directorate needs Create sub-portfolio dashboards within PPM tool, consulting to ensure consistency in approach and continuous improvement in establishing and presenting sub-portfolio information at directorate and LT forums Establish, own and present the directorates 3-year portfolio change roadmap at monthly PRBs, using information in PPM tool and other data management systems and tools, to report sub-portfolio progress and status Ensure quality change management products are presented to PRBs and other governance forums 5. Business Cases & Assurance Coordinate Business Case production by project teams, ensuring appropriate input and approvals through internal and external governance Ensure PRB commitment to Business Case and any issues resolved before progressing through governance Participate in internal assurance, led by Portfolio Assurance Manager, to drive best practice and efficient delivery of NHSBSA portfolio of change Plan and support PRB assurance activities Support securing business case approvals with external approvers such as DHSC and Cabinet Office Ensure sub-portfolio change programme-wide adherence to DHSC and Cabinet Office
