The NHSBSA Portfolio Management Directorate (PMD) are seeking a Portfolio Business Partner to establish, maintain and schedule the directorate’s 3-year sub-portfolio change roadmap, ensuring alignment to government, NHSBSA and directorate strategic goals and priorities.

This role will involve working with the directorate Leadership Team member and Heads of Service to determine the prioritisation and allocation of resources as well as providing guidance on portfolio management, governance and assurance frameworks.

We’re seeking an individual with blended experience of business partnering and portfolio management and/or the delivery of change programmes. You’ll use your experience to build effective stakeholder relationships, while using your knowledge of projects and programme methodology to support great project outcomes for your directorate.

Support your directorate to maintain a sub-portfolio change programme as well as managing the delivery of a 3-year roadmap for sub-portfolio change programme.Offer support to your directorate for wider change activities, including managing business planning processes for change, the use of portfolio management frameworks and effective risk and issue management.

Support the directorate SMT with defining the scope of new projects, as well as others on the horizon. Establish strong stakeholder relationships to support effective directorate decision making on the allocation of PMD resources and directorate SMEs, adjusting for changing priorities.

Lead assigned project managers and business analysts in understanding directorate strategic objectives and delivering the business case benefits.Use position to communicate and build commitment to a shared vision in the directorate, while driving development of colleagues in PMD by sharing knowledge and contributing to the Portfolio Academy.

Support portfolio governance and reporting by establishing understanding of NHSBSA portfolio and governance frameworks across the directorate. Coordinate reporting for various boards and governance forums, as well driving accurate usage of the Project Portfolio Management tool for reporting across the directorate. Support benefits realisation by working with the Performance and Benefits Lead to embed the benefits management framework as well as reviewing business cases regularly to assess progress.

**In this role, you are accountable for**:
1. Business Partnering
- Support your assigned directorate to establish and maintain a sub-portfolio change programme, identifying and categorising new projects and change initiatives for a decision on entry to the portfolio
- Manage the delivery of directorate 3-year roadmap for sub-portfolio and project pipeline, monitoring project progress and providing regular updates at Programme Review Boards (PRBs) and Portfolio Board
- Support your directorate’s understanding of portfolio management frameworks, ensuring appropriate governance proposed for delivery of change work and advice on spend controls and internal and external assurance and approval requirements
- Understand the directorate capacity available to deliver sub-portfolio of change and collaborate with business partner network to assist supporting directorates understand potential resource demand
- Lead your assigned directorate through the NHSBSA business planning process for change and facilitate development of required business cases
- Identify continuous improvements to NHSBSA portfolio management frameworks and processes to drive best practice, realise PMD strategic objectives and meet
