High Containment and Biological Services resides within the Science Group of UKHSA and plays an important role in preparing for and coordinating responses to potential healthcare emergencies, including possible acts of deliberate release.

We are recruiting for the role of Head of Compliance to lead on regulatory and legal compliance for the directorate bringing together training, safety and quality. Including the continual development of compliance and finding a balance between the 3 core areas to ensure policies, processes and procedures remain operationally fit for purpose and in step with the latest industry best practices. Helping protect individuals, teams and the organisation who work within the UKHSA’s highest hazard and risk-based environment.

You will be responsible for ensuring that the policies and procedures are operationally fit for purpose and are well understood (and fundamentally used) by teams and individuals across the directorate.

You will oversee the development and implementation of new compliance systems that; increase directorate resilience and robustness, whilst adjusting in line with regulatory or legal updates.

You will ensure that there are effective and efficient policies and procedures in place that certify the directorate is complying with legal and regulatory requirements

The High Containment and Biological Services directorate has approximately 115 staff, performing a range of research activities across some of the most hazardous and highly controlled work for UKHSA, including high containment. The work covers a broad range of projects involving the development and evaluation of interventions into a range of infectious diseases e.g. TB, meningitis, anthrax and plague.

MAIN DUTIES AND RESPONSIBILITIES
- Line management of a team of 3 core technical support teams (Training, Quality & Safety)
- Actively maintain a high level of awareness of; industry, regulatory and legal best practices and changes, to inform compliance development needs and potential opportunities.
- Continually monitor and review the adherence and performance of directorate compliance (Training, Quality & Safety). Identifying risks, trends and appropriate mitigations to reduce organisational risk and increase compliance standards.
- Co-ordinate efforts related to audits, reviews and subsequent reports to create relevant action plans and sharing of ‘lessons learned’ across the compliance teams and wider directorate.
- Balance the potential apposing needs of Training, Quality and Safety to inform priorities to reduce organisational risk and ease operational pressure

**Security Clearance Level Requirement**:
People working with government assets must complete Basic Personnel Security Standard checks.

**Security level**: This role will require full UK security clearance and you should have resided in the UK for the past 5 years

New entrants to the Civil Service are expected to start on the minimum of the pay band.

**Flexible Working**:
UKHSA offers hybrid working for its employees - this means that whilst the role will be based in one of our UKHSA offices, there will be opportunities for an element of working from home. The balance between home and workplace working is to be agreed with the line manager, determined primarily by business need and in line with departmental policy. Some business travel will be required to other UKHSA offices. Business travel between base location and any other UKHSA offices will be covered under the UKHSA Travel and Expenses policy. Please be aware that this role can only be worked in the UK and not overseas. Relocation expenses are not available.
