Support the Chief People Officer and Senior Management Team of the Workforce - HR Directorate in the delivery of the Trust’s People Strategy, ensuring that key workforce systems and processes that underpin a highly skilled and motivated workforce are developed and maintained.
This will involve the provision of high-quality Recruitment and Resourcing function which will include working with and supporting multidisciplinary stakeholders (including other Trust Directors) in everything relating to Resourcing.
Responsible for the leadership and management of the Recruitment and Resourcing Teams (Temporary Staffing) to ensure they are working effectively in providing cohesive, standardised services that deliver consistently high standards of advice and support to managers and staff within the Trust.
Lead on the development of Trust wide resourcing strategies that reflect the future needs of service delivery e.g. growth or reduction in services, future skill mix shortage areas, demographic changes, and the need for skill mix reviews and new roles
The post holder will work closely with direct reports (Senior Resourcing Manager and Senior Recruitment Manager) to co-ordinate the workload for all the Recruitment & Resourcing Teams re-prioritising plans to respond to external factors and Trust priorities.
To provide effective leadership and management, clear objectives, support and development to your direct reports (Senior Resourcing Manager and Senior Recruitment Manager), and ensure that they also provide this to the teams they are responsible for
Responsible for leading and advising recruitment teams on the design and delivery of specific recruitment campaigns and individual projects, exploring in particular the use of technology in recruitment

Responsible for development and implementation of a range of policy and service developments which will impact across the Trust and beyond into the wider local system.
Working with the Managers within the teams monitoring the use of temporary staffing (agency and bank) and provide an analysis and solutions to reduce expenditure as part of the monthly reporting.
Ensure effective performance measures are in place and the performance of the team is consistently of a high standard. Identify and promptly addresses risks / deviations / slippage from agreed plans. Including regular reporting of KPIs to ensure compliance
Develop and lead the Trust’s temporary staffing strategy and plans, with a focus on reducing the reliance on temporary staffing and in particular expensive agency spend, working closely with the Resourcing Manager and NHSP to review current Rostering systems and ensure a quality and efficient service.
Ensure appropriate use of the staff bank and recruitment systems amongst all services, to ensure that the Trust utilises it workforce resources to its maximum capabilities, including appropriate management of temporary staffing
Continually benchmark services and explore all models of service delivery and maximise the use of technology to drive innovation, efficiency and productivity. To include making recommendations for improvement where appropriate.
Advise on highly complex and sensitive issues to a range of audiences (staff, managers, applicants, NHS Employers, DBS, Payroll provider, Executive Team).
