This is a superb opportunity for an experienced Human Resources leader with the vision to lead the councils in its evolution to a mixture of hybrid, remote and onsite working from the perspective of its people and culture, whilst also providing clear directionto a broad range of generalist HR areas, the corporate health and safety team and leading on the delivery of the councils’ diversity and inclusion strategy.

**Main duties and responsibilities**:

- positively leading on the agreed strategy to ensure a positive, progressive and engaging culture is in place to support the councils’ evolution to a mixture of hybrid, remote, onsite and flexible working
- providing clear direction to a broad range of generalist HR areas, including employee relations, payroll, recruitment, performance management, learning & development and wellbeing
- leading on the delivery of the councils’ diversity and inclusion strategy, in conjunction with members from both councils, external stakeholders and staff groups
- providing clear direction for the councils’ Health & Safety responsibilities, including representing Health & Safety at relevant committee and internal management meetings
- assisting the head of service in providing strong and effective corporate and operational management

**Leadership and management responsibilities**:

- leading and inspiring employees within your service
- leading by example in modelling the conduct and values expected of the council
- participating in the appointment, development and appraisal of team members within your service
- ensuring performance management is embedded into the day-to-day work of the teams within your service
- taking responsibility for identifying training and development needs
- planning, monitoring and managing the service team’s budget
- ensuring that diversity and equality are embedded within the behaviours and practices of the teams
- ensuring that appropriate action is taken regarding the welfare and wellbeing of employees

**Experience**
- a degree-level and/or post-graduate Human Resources qualification (i.e. CIPD qualified) or demonstrable equivalent vocational experience
- proven experience within strategic HR and successfully implementing organisational and cultural change within a complex and ever-changing environment
- proven successful line management experience
- experience of planning, monitoring and managing budgets
- local government experience preferred
