**Overview**:
First Military Recruitment are currently seeking a Compliance Manager on behalf of one of our clients.
You will lead and manage the development, implementation and monitoring of compliance procedures across the asset management and standards framework.
**Duties and Responsibilities for the Compliance Manager**:

- Develop, oversee and manage a compliance control framework by aligning to the KPIs and contractual commitments to ensure independent oversight of the rail infrastructure maintenance contract.
- Govern usage of compliance control framework by liaising with the appropriate stakeholders to prevent and deal with violation of contract asset management performance requirements and internal policies.
- Manage the quality assurance of internal procedures and plans, by conducting risk analysis and reporting associated with the asset management activities to provide an internal quality and risk protocol to ensure obligations to the infrastructure agreementare met.
- Draft, modify and implement departmental governance framework processes by identifying internal needs and working with internal stakeholders to plan and deliver the required documentation to ensure the internal quality assurance is in place and effectivelymanaged.
- Develop and manage suitable and sufficient audit protocols associated with the asset management services by developing auditing and performance procedures and managing its implementation to seek assurance that the delivery of the services is in-line withthe requirements of the Infrastructure Agreement.
- Lead the review and challenge of the Infrastructure Manager's asset management plans, practices and performance to identify areas of non-compliance with contractual (and where necessary regulatory) requirements and areas where there are opportunities forimprovement, to ensure the services are delivered in-line with the obligations of the Infrastructure Agreement.
- Work with the Senior Asset Engineer (Civils) to manage the implementation and optimisation of the standards and deviations management process by acting as the point of contact for standards governance, liaising and coordinating with internal teams and thecontract client to ensure the Welsh Government investment is protected.
- Review the work of colleagues where necessary by identifying compliance issues and providing advice and/or training to ensure consistency of compliance in line with internal policies and procedures.
- Facilitate the development of lessons learned across all stakeholders by working with department leads to ensure a focus on continuous improvement.

**Skills and Qualifications for the Compliance Manager**:

- Degree in law, finance business administration or other related fields or equivalent/relevant work experience.
- Proven experience in an auditing and / or compliance role in rail or other industry.
- A good understanding of managing safety critical infrastructure in an asset-rich, regulated environment.

**Desirable**:

- Good working knowledge of the industry’s standards and regulations, including the railway and other guided transport system and common safety method risk assessment regulations.
- Demonstrable experience of implementing and complying with the statutory and regulatory requirements of infrastructure management and the safe management of infrastructure change.
- Compliance management, industry standards and regulations, risk and information control and governance of enterprises.
- Experience of working with the Office of Rail and Road (ORR) or other regulatory bodies.
- Knowledge and experience of working on complex public sector funded projects.
- Welsh Language skills.
