Social Work England are the specialist regulator for social work in England, focused on enabling positive change in social work. The policy team makes recommendations and gives advice to the organisation on matters of public and regulatory policy. We lead and commission research, run public consultations, and publish standards and guidance for social workers, always keeping in focus our responsibility of public protection. As part of a small, but dynamic policy team, this role contributes to work across the organisation, leading strategic advice and using exceptional policy skills to problem-solve and support considered decision-making. This includes supporting fast-paced work in response to public policy, political and parliamentary developments.
Purpose of the role
Working as part of a dynamic and externally facing directorate, you will lead policy, research and evidence-based decision-making at Social Work England. You will be responsible for strategically leading a team of policy experts, drawing on ideas and insights from across the sector and in consultation with the public. Engaging with partners, stakeholders and colleagues from across the organisation, you will help design and implement policy and systems that are proportionate and have a positive impact on public protection and confidence in the social work profession. You will contribute to our culture of innovation and progress, supporting our organisation to effectively regulate social workers on behalf of the public.
What you will do
- Lead the development and review of policies and positions that support the regulation of the social work profession, ensuring alignment with legislation, regulatory standards, and organisational objectives.
- Build and maintain effective relationships with key stakeholders, including regulatory partners, social work leaders and academic institutions to understand their perspectives, incorporate their feedback, and effectively inform policy decisions.
- Manage and strategically lead a team of policy professionals, providing leadership, guidance, and support to ensure the continued high performance of the team and foster a culture of development and performance.
- Demonstrate a commitment to co-production in the development of standards and policies for social workers, establishing an inclusive way of working with our National Advisory Forum, and with people with lived experience of social work.
- Maintain high awareness of public and regulatory policy developments, legislative changes, and social work trends. Effectively analyse the public policy environment, assessing impact and opportunity for the organisation and advise colleagues and leaders.
- Oversee research and analysis to inform evidence-based policy recommendations with a mixed methods approach that maximises the reliability of proposals while considering resources and competing business priorities.
- Work closely with the directorate leadership and the executive leadership team to contribute to the overall strategic direction of the organisation, providing policy expert advice and recommendations, often at pace.
- Represent the organisation in national policy forums relating to social work and regulation, representing the organisation, it’s remit and mission of public safety.
- Work collaboratively across the whole organisation to deliver an evidence-informed, approach to pressing policy and regulation agendas, including working closely with our education, data and insight, and communications teams to advance joint initiatives and external outreach
- Oversee the drafting of concise, well-evidenced and persuasive policy proposals and present them to the Board and relevant committees to build consensus.
- Demonstrate leadership on matters relating to equality, diversity and inclusion, ensuring proposals, research and policies consider how they may impact people differently and take action to improve our work for the benefit of all members of the public.
- Deputise for the Assistant Director, Strategy and Policy and other senior leaders as and when required.
Your skills, knowledge and experience
- Significant experience of policy development including establishing, communicating and reporting on the impact of changes and interventions.
- Experience of working in complex, multi-stakeholder environments and in influencing internal and external stakeholders and partners to achieve positive outcomes.
- Experience in strategically leading a team effectively to deliver clear priorities and objectives.
