As a **Commercial Lead - (**Inside IR35) **your main responsibilities would be:
The G7 will lead the Procurement on the NCEA Programme with input into NCEA Programme

The programme commercial objectives are:
Support the successful delivery of the programme by Defra, its ALB partner’s and suppliers.

Deliver a procurement and commercial operation that either meets or exceeds and complies with all mandatory and statutory obligations required by Defra and Cabinet Office.

Minimise the risk of challenge both prior and during the award of contracts. maximise the value-for-money realised by Defra in delivering the procurement and commercial activity. ensure that the procurement and commercial activities support the realisation of the programme benefits.

Use the procurement and commercial activities to assist with enhancing commercial awareness within Defra for the future to support the implementation of government policy for public-sector procurement in the UK (including that related to the use of SMEs in the supply chain).

Ensure compliance with Public Sector Contracting Regulations (PCR2015).

Shape the Commercial Strategy and work with the team to deliver the pre-tender activities through the Procurement process in order to achieve best value for money and a high-quality service.

Develop an overarching Commercial strategy and delivery plan.

Support the governance and generation of the business model, leading on the Commercial case throughout the key stages, enabling approval as required via engagement with stakeholders.

Demonstrate best practice Commercial outcomes.

**Essential Experience and Skills**:

- Communication skills - written and verbal
- Experience of forecasting of deliverables
- Experience of working with timescales and compliance
- Senior Management experience
- Experience of delivering change
- Stakeholder management, engagement and influencing experience
- Financial acumen and understanding
- Very well-developed presentation skills at Senior level
- Experience of delivering at pace

**Desirable Experience and Skills**:

- Public Sector experience
- Experience of using Atamis or other etendering / procurement portals
- CIPs / Prince 2- Please be aware that this role can only be worked within the UK and not Overseas_
