Criminal Justice Liaison Lead

The purpose of the role is to provide an effective and responsive mental health liaison service for individuals known within the criminal justice system, and to be responsible for the continued development of Mental Health Services to ensure service delivery is of a high professional standard, in line with Health Board policies and procedures.
The role will continue to drive collaboration and harness an integrative agency approach so that positive joint working can provide holistic care to individuals who require its support.
**The postholder will lead and co-ordinate**:
- Timely mental health assessment for those who have either a known or suspected mental health condition by ensuring those assessing / commissioned to assess are supplied with relevant information and can prioritise effectively.
- Where mental health intervention required and where appropriate, diversion from the Criminal Justice system.
- A central point of contact for all multi-agency offender management frameworks internally and externally
- Connectivity between integrated offender management, public protection, and risk assessment case review with care co-ordination within Community Mental Health and interface with Crisis Home Treatment
- Effective PTHB engagement, strategic development, and local implementation of the statutory Multi-Agency Public Protection Arrangements (MAPPA), Integrated Offender Management (IOM), including ensuring criminal justice risk management governance is supported through performance monitoring and assurance reporting.
- Specialist knowledge provision and understanding of mental health to those employed in the Criminal Justice service. Provision of local training to partners to enhance the engagement in offender management

Responsibilities to Support Clinical Practice
- Direct communication and management of sensitive and complex clinical information in an emotive atmosphere which is both informative to maintain safety but also respects dignity and confidentiality.
- Positive leadership to implement national guidance and policy pertinent to offender management and forensic service commissioning and delivery.
- Establish and maintain effective care by supporting holistic and comprehensive assessment of service user’s needs by Clinical Practitioners in Health and Care Services, including coordinating collaboration in Clinical Practitioners planning, implementation, and review in accordance with Care and Treatment Plan policy and procedures.
- Ensure multi-disciplinary working by leading and utilising other clinical professionals to enhance care and provide information and feedback for multidisciplinary review and referral meetings.
- Facilitate access to forensic service, ensuring the early identification of people with mental health needs in Custody, using an identified assessment proforma which records findings and recommendations.
- Collate clinical information relevant to the needs and risks of the individual and share information which is pertinent to those who have a role in the immediate and continuing care of the individual.
- Participate in clinical governance and risk management, providing advice and working to secure quality improvements.
Planning and Coordination
- Support the prioritisation of need/ cases and workload ensuring effective use of time and professional accountability. This will include highlighting level of risk and complex need for Clinical Practitioners to make informed decisions regarding prioritisation.
- Plan engagement at offender management case review, ensuring facilitation of sensitive information between these and care co-ordination. Attend strategic boards on behalf of PTHB and co-ordinate feedback to services and senior managers.
- Coordinate and plan custodial facilities, Magistrates and Crown Courts, Police stations etc. as well as being available for multidisciplinary liaison with primary and secondary health and Social Care services.
