This new, expansive and varied role crosses both DLUHC’s Local Digital and Local Government Commercial’s Market and Suppliers teams.
This is an exciting opportunity on a new project to support the department’s work on market shaping to transform digital markets, buying practices and approach to supply chain resilience.
**Person specification**:
**Market Health & Suppliers**
- Discovery on all Digital (and Cyber) Local Government markets and suppliers;
- Identifying ‘problem markets’ for Local Government where there is a lack of competition, products or quality services;
- Building relationships with Local Government strategic suppliers to encourage better behaviours, more collaborative partnerships and a point of contact for assurances in the case of cyber vulnerabilities;
- Work with Cabinet Office Markets & Suppliers team and Crown Representatives;
- Set up Local Government Digital Procurement Network across government;
**Local Government Buyer Landscape**
- Work with Local Government Association and other Arm’s length bodies to understand past and current work in this area;
- Engage with Crown Commercial Services and other framework providers for intelligence on tech and buying trends;
- With Local Government Association, survey Local Government digital services to understand the digital ‘landscape.’;
- Establish a category strategy including high quality routes to market that work within the Digital/Security standards;
- Support with establishing best of practice across Local Government, with reference to the Sourcing and Digital Data and Technology playbooks;
- Support with disseminating good practice, tech trends and market developments;
- Consider establishing a commercial digital board to drive activity;
**Response work**
- Develop response and lead Local Government Association Commercial response to crises and support to cross-departmental and cross-Her Majesties Government efforts to limit damage to Local Government e.g., digital supplier failure, cyber-attacks, vulnerabilities;
- Explore supply chain threats relating to national security issues;
- Support development of Department for Levelling Up, Housing and Communities tools to look into Local Government supply chains;
**Legacy Technology**
- Look at service/supply chain as a whole and consider commercial and procurement strategies for Local Authorities moving to the new world
- consider how this can be prompted with digital teams e.g., frameworks, case studies, roadshows, speak to procurement colleagues/digital procurement forums etc., Slack, capability uplift, videos etc;
- Supporting work on commercial strategies for reimagining how services are delivered to Local Government e.g., the issues with legacy tech, barriers to adoption of innovative services;
Work closely with Local Digital on their work programme and strategies.
**Technical skills**:
