Aneurin Bevan University Health Board is looking for a new Designated Education Clinical Lead Officer (DECLO) for the Additional Learning Needs Act. A dynamic results-driven and motivated senior lead health professional to co-ordinate the Health Board's functions in relation to children and young people who have Additional Learning Needs (ALN).

This role will require the successful post holder to work across the health board and interface with our Strategic Statutory partners to shape the direction and system wide implementation of support for children and young people in Gwent with ALN.

As such, the successful individual will contribute to system-wide implementation of the ALN and Education Tribunal (Wales) Act, assisting in the promotion/oversight of the legislation's and its effective implementation to positively impact the lives of children and young people with ALN.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

The post holder will be a senior Lead (regulated) health professional within the health board who will provide leadership and strategic direction to ensure the health board meets its statutory obligations in relation to the Additional Learning Needs and Tribunal (Wales) Act, jointly with statutory partners across the region.

The post holder will be directly accountable to the appropriate Executive Board member to support delivery of the specific responsibility for overall strategy and governance, and operational implementation of all aspects of the HB’s statutory responsibilities for the delivery of programmes as per the requirements of the Additional Learning Needs and Tribunal (Wales) Act processes

Providing assurance by improving the co-ordination and integration of health services provided to all individuals with additional learning needs (ALN) from 0-25 years to support the achievement of their educational outcomes.

To be accountable for and responsible that the health board fulfils and discharges its statutory responsibilities under the Additional Learning Needs and Education Tribunal (Wales) Act.

Ensuring that systems and processes are in place to enhance the quality of clinical services and the delivery of robust Governance structures in line with the ALN Act.

Represent the health board on relevant regional, national and local committees and working groups in relation to ALN.

An exciting opportunity has arisen for an enthusiastic and motivated strategic leader /senior lead health professional to co-ordinate the health board's functions in relation to children and young people who have Additional Learning Needs (ALN).
