Funding Assurance Consultant

Swindon, United Kingdom UKRI Full time

**UK Research & Innovation**

**Salary**: £43,116
**Hours**:Full Time
**Contract Type**: Open Ended
**Location**:Polaris House, Swindon (_2 days a week in the office - Hybrid Working_)

**Closing Date**:Sunday 25 February 2024

**Job Overview**:
The primary purpose of the Funding Assurance Consultant is to provide front line delivery of funding assurance assignments for research organisations which in turn, contribute to the overall UKRI Funding Assurance opinion to the Accounting Officer which is reported in the Annual Accounts.

These roles will also lead on delivering joint funding assurance assignments between IUK and the Research Councils in line with the reducing bureaucracy agenda along with other agreed UKRI harmonisation principles.

Funding Assurance assignments involve undertaking a wide-ranging review of adherence to UKRI terms and conditions of funding at Research Organisations (ROs). These include scrutiny of regularity of expenditure and non-financial terms and conditions and ultimately provide an assurance opinion based on their findings; these contribute to the overall assurance opinion given by Funding Assurance at year end.

**Key Areas of Accountability**:
Leadership / Teamwork / Collaboration

The Funding Assurance Consultant will report directly to the Deputy Head of Funding Assurance.

No posts will report directly to the role of Funding Assurance Consultant, but the postholder will need to coach/ supervise the completion of tasks picked up by other members of the team (irrespective of grade).

The primary external relationship is with the National Audit Office. You will provide updates on status of assignments directly to the deputy Head of Funding Assurance and may be required to perform walkthroughs to external auditors if needed.

As part of undertaking this role, you will liaise face to face (and via video conference) with a wide range of stakeholders in research organisations; these will usually include Finance Director and Director of Research Administration as well as their supporting staff. This will typically be at opening and closing meetings. Assignments will entail a number of other meetings with various staff depending on their area of expertise and the area of research administration being examined. To be clear, assignments are not shared across staff; they belong solely to the Assurance Consultant.

Delivery / Programmes / Projects / Process

The Funding Assurance Consultant will:

- Be required to develop excellent in-depth knowledge of UKRI terms and conditions of research grants, doctoral training schemes and fellowships awarded by Siebel
- Contribute to policy reviews from a Funding Assurance perspective drawing on their experience of levels of compliance observed in the undertaking of their role. This can arise from findings which suggest either gaps in the breadth of UKRI terms and conditions or UKRI policy initiatives.

Other
- Supporting the delivery of thematic reviews where a key risk of UKRI is deemed worthy of specialist review. Different skills are required here but they conclude with the production of a report which examines the risk, how the RO manages and treats that risk and what the prevailing assurance landscape is like in relation to that risk.

**Key Responsibilities**:

- To be responsible for undertaking and delivering Funding Assurance assignments in line with an agreed plan of work
- To develop and maintain a detailed understanding of the terms and conditions under which research funding is awarded and contribute to, and advise on, the on-going development of UKRI terms and conditions.
- To develop and maintain strong working relationships with key stakeholders, both internal to UKRI and externally with research administrators and managers at Research Organisations and other funding bodies.
- To represent the Funding Assurance Team at meetings, conferences, seminars and workshops as required.
- To develop and maintain a sound understanding of TRAC in relation to UKRI Funding.
- To provide monthly status updates on the agreed plan of work to the Head and Deputy Head of Funding Assurance.
- To contribute to team meetings, (and ad hoc meetings, where appropriate).
