About the role
We are looking for a Procurement Policy Officer to work as part of the Procurement team within the Policy and Support category in North Northamptonshire Council.

The Procurement Policy Officer will support the Head of Procurement and the Procurement Policy, Process and Systems Manager in delivering the Procurement Strategy, organisational strategies, and objectives to the appropriate procurement standards and in line with UK legislation.

The post holder will support the development and implementation of best practice across procurement and contract management through engagement with internal and external stakeholders as well as support in the development of policy, processes, and systems. In addition, the post holder will deliver certain procurement activity on behalf of the Council.
- Some procurement experience in any sector and knowledge of procurement processes, including tendering;
- Enthusiasm for working in procurement and a willingness to learn about public sector procurement;
- Experience of writing policies and designing processes;
- Good oral and written communication skills, with the ability to communicate with a range of stakeholders including those in a senior role;
- Good IT skills and the ability to learn new systems quickly;
- Ability to manage a number of different projects and tasks at the same time.

Familiarity with In-tend or a similar e-tendering system would be beneficial.

The role will be based initially from home and then from Cedar Drive, Thrapston or one of the other Council sites.

What will you be doing?
The remit of the Procurement Team is to develop the Council-wide procurement policy and strategy and provide professional expertise and support to improve the efficiency and effectiveness of the procurement of goods, services and works for North Northamptonshire.

The Team provides expert advice and support service to all front-line departments in addition to letting and managing a range of corporate contracts on behalf of all departments.

The Procurement remit is to transform the way the council procures goods, services, and works and to develop innovative procurement strategies and e-Procurement solutions that will enable more efficient processes, improved service specific contracts and a suite of common corporate contracts.

Under guidance from the Procurement Policy, Process and Systems Manager, the Procurement Policy Officer will be involved in the procurement of corporate contracts, including the running of non-complex procurement projects and giving sound procurement advice, as well as contributing to the creation and review of documentation, policies, and processes, with support from others.

To deliver stakeholder training for Procurement, tendering and including presentation at provider engagement events.

In addition, it shall be the task of the Officer to accurately record the results / data of these processes for reporting purposes and performance monitoring.

About you
