We are recruiting a Public Health Practitioner within the Substance Use team of Health Equity, Welfare and Partnerships.

This is a temporary post/secondment opportunity grant funded until 31 March 2025.

The role will support delivery of the Office for Health Improvement and Disparities (OHID) Supplemental Substance Misuse Treatment and Recovery Grant schemes for Lancashire County Council and its partners.

The role will primarily support work on preventable harm, reducing mortality from drug and alcohol use. The role will be central to delivery of the ambition outlined in the National Drug Strategy 2021 (From Harm to Hope) to reverse the upward trend in drug deaths and reduce alcohol deaths by supporting work to reduce the harm caused by problematic drug/alcohol use; and to prevent/reduce the related mortality and associated long term health conditions.

The post holder will support the work of the Substance Use team, working closely with local authority colleagues, community substance misuse treatment providers, and wider partners to understand the themes, trends and learning from deaths and non-fatal overdose.

The work will also support continuous improvement across the Lancashire and South Cumbria health and social care system, tackling harm and reducing health inequalities. The post holder may also contribute to other public health programmes of work as required.

**Key Accountabilities**:

- Support collaboration in the further development and design of a robust substance use treatment system to reduce drug and alcohol related mortality and morbidity, respond to non-fatal overdoses, to include governance, information sharing agreements and panel structures for partners.
- Undertake, interpret, and analyse service/pathway performance monitoring to help ensure:

- service inputs/outputs/outcomes are in line with service and policy aims
- local needs are addressed within the available budget
- intelligence is used to inform future service remodelling and delivery
- Develop and maintain relationships with key professionals across a range of agencies and teams both within and external to the authority.
- Support commissioning and policy reviews: including planning, securing, reviewing, analysing, and interpreting public health data and services.
- Understand and be able to interpret basic epidemiological data, best practice and evidence-based guidance for use within all stages of public health commissioning and policy making.
- Measure, monitor and report population health and wellbeing needs, interpreting evidence-based approaches for use in local interventions, service commissioning and policy making.
- Provide project management support.
- Be an active member of partnerships to help deliver improvement in health and wellbeing outcomes.
- Represent the specific public health team in appropriate multi-agency forums.
- Contribute to the production of reports, reviews, and presentations to support project delivery.
