The SEND Programme Management Lead is responsible for managing the delivery of a number of complex locally based Special Educational Needs and Disability (SEND) programmes and initiatives across Halton Borough Council (HBC) and Cheshire & Merseyside (C&M) Integrated Care Board (ICB).

You will be responsible for the direction and delivery of Halton health and social care partnerships ambition to improve the SEND system in Halton alongside key partners, supporting the Senior Manager for SEND and Inclusion (HBC) and the Associate Director of Quality & Service Improvement (C&M ICB Halton Place) for the Halton SEND Improvement Programme. You will lead the strategic planning and delivery of high quality improvement activities working to shared objectives on SEND Improvement through delivery of a Priority Action Plan, Delivering Better Value and other SEND work streams within time and financial budgets and constraints. You will deliver the programme through positive oversight, collaboration, coordination, and engagement of key stakeholders and the co-production with children, young people and families and carers is a crucial and needs to be clearly reflected and evidenced throughout.

You will also support the delivery of change through a combination of service delivery transformation, co-ordination of commissioning projects, and the facilitation of cross-system change. You will provide direction and advice to SEND transformation stakeholders, ensure that plans are in place and delivered, and facilitate the governance associated with the transformation.

We are looking for an individual with vision and ambition; you will have experience of leadership roles and will have built up resilience to work at a fast pace and under pressure.

You will be confident and have an inclusive leadership style with the right balance of nurture, support and challenge.

You will be able to inspire, influence, and calm with an ability to build strong relationships both internally and externally. You will want the very best for children and will not settle for anything else; they will be at the centre of your thinking and decision making and you will go the extra mile to support and help them. You will have a line of sight on not just their today but also their tomorrows.

You will be confident in leading creative planning and development of data performance, recording systems and managing diverse teams in a proactive manner to achieve consistent high practice standards. You will also understand the national SEND landscape and the challenge and complexity of effective inclusion.

You’ll be incredibly passionate about the challenges and ambitions in consistently safeguarding children & young people in Halton to thrive and to be safe, happy, successful and healthy.
