**Job description**:
HD RN Comms (Scotland) is the senior RN Communicator in Scotland and is responsible for planning, implementation and evaluation of RN Comms activity in Scotland and NI, supporting the narrative that the RN is important to Scotland’s future security and Scotland is important to a successful future Royal Navy.

This involves management of the Scotland and NI Press Office, based at HMNB Clyde, its Naval Base and Regional responsibilities, central to which will be the development of HMNB Clyde to the Submarine Centre of Specialisation.

The role is additionally responsible as SME for SM comms and as advisor to other departmental comms teams on the implementation of comms campaigns in Scotland.

The post holder is authorised to liaise with internal and external partners appropriate to their role to deliver outputs.

**1. **RN In Scotland Communications Lead**

As lead RN communicator in Scotland the post holder will assert oversight of communications activities, prioritising based on horizon scanning and prevailing Defence priorities and be accountable to Hd RN Comms for Naval communication matters in Scotland. Key tasks include:
Ensure coherence and coordination of all RN communications activity in Scotland in support of RN and MOD communications objectives.

Lead, develop and manage a holistic, strategic approach to communications activity in region. This will be informed by the Future Navy Campaign Plan, the RN communications Strategy and the Submarine Service Strategy 2030.

Appraise MOD Directorate for Defence Comms (DDC) Strategy-Devolution on RN activity in support of their effort to maximise coherence and coordination of Armed Forces activity in Scotland with the Scotland Office and Cabinet Office.

Management of the regional press office team and oversee their Regional and Naval base responsibilities, including directing and guiding the collaborative planning, execution and evaluation of RN in Scotland communications activity.

Support Naval Base Commander (NBC) ensuring coherence and coordination of comms activity.
- Support COSM (submarines) in the development and delivery of submarine (SM) comms activity across the entire SM Community.
- Support Naval Regional Commander (NRC) in the development and delivery of communications involving engagement activity.
- Participate in 24/7 on call to provide reactive media support to HMBC Clyde media enquiries.

**2. RN In Scotland Stakeholder Management lead**:The post holder will be responsible for establishing, developing, maintaining an effective stakeholder management network on in order to ensure that RN equity is maintained in the development of policy and the delivery of wider comms and engagement activity.

**3. Nuclear Emergency Response. The post holder is responsible for the delivery of the media response in the event of a nuclear emergency at HMNB Clyde and within Scotland. Key tasks include**:

- Review and maintenance of the HMNB Clyde Nuclear Emergency Response Communications plan, ensuring appropriate Stakeholder engagement and endorsement.
- Participation in the on-call support to the Clyde Nuclear Emergency Response Organisation (NERO at two hours’ notice to move to the Clyde Off Site Centre) and the Nuclear Emergency Back Up Support Team (NEBUST, at one hour notice to move within Scotland) in the event of a nuclear incident in Scotland.
