**Housing Development Manager**
**£400/Day**
**6-Month Contract**
**1-2 Days per week in office**
**Location: Sutton, London**
Akton Resourcing are looking for a Housing Development Manager to join a Local Authority in London on an initial 6-Month Contract.
**Main Responsiblities**:
**1. Opportunities**: Identify, assess & prioritise land-led new social housing opportunities and maximise the opportunities for delivering new social and affordable housing supply through partner organisations (e.g. housing associations) acrossthe borough that meet the council's strategic and housing ambitions. Review and monitor progress of opportunities through to initiation.
**2. Project Initiation**: Responsibility for ensuring that partner's projects and specific new build programmes are feasible, deliverable, affordable and to the right quality, mix and standards (including financial options appraisals) across theoverall programme to meet the council's strategic and housing ambitions. Responsibility for individual business cases, review and monitor progress through to delivery.
**3. Delivery**: Responsibility for ensuring that new build programmes and projects are delivered to the agreed specification and budget, with variations accounted for with appropriate approvals in place working collaboratively with all partiesto achieve the best outcome. Responsibility to monitor, report on and liaise with partners to create transparency and accountability on schemes being delivered as agreed and approved. Responsibility for ensuring that any variations to existing agreed schemesare accounted for, approved (where appropriate) and reported on.
**4. Handover & Operation**: Responsibility to monitor, report on and liaise with partners to ensure that the 'lived-in' experience of new homes and communities is:
? safe with Construction Design and Management (CDM) principles embedded
? consistent with the agreed scheme
? affordable for residents
? accords with council and strategic aspirations.
5. Risk Management: Responsibility to identify and manage project risks and business continuity and monitor, report on and liaise with partners to ensure that effective arrangements are in place to ensure that risks are identified, avoided or managed effectivelyand there is the ability to respond promptly and effectively to critical events. Management of business risks.
**Experience**
- Substantial experience of working in relevant roles in housing, planning or asset management
- Management of projects and contracts with consultants or suppliers
- A track record of delivery against targets and of achieving continuous service improvement

**Knowledge and Skills**
- A practical understanding of the challenges facing local government
- Able to influence and communicate effectively with a wide range of people using a variety of different methods and styles.
- Able to interpret legislation and policy and to translate this into clear, accessible information for residents.
- Able to create systems and use data to drive improvement or support delivery of targets
- Able to interpret information to support the development of new policy or to inform the specification of services
- Able to adapt and respond positively to a variety of situations and people in order to meet changing priorities in the role, the Council and the community as a whole.
