**Head of Business Planning and Performance - Inside IR35**

**Contract Term: until end of March 2023 with potential for extension**

**Contracting Authority: Government Property Agency, an Executive Agency of the Cabinet Office**

**Location: remote with occasional office attendance**

The Cabinet Office supports the Prime Minister and ensures the effective running of government. The Cabinet Office is also the corporate headquarters for the government, in partnership with HM Treasury, and takes the lead in certain critical policy areas.

The Government Property Agency is helping transform the way the Civil Service works and reshaping the relationship civil servants have with their place of work.

The purpose of this role is to support the GPA in achieving its strategic outcomes and maintain a system of performance and reporting. You will lead the development of what we are going to do and when we are going to do it - set our strategies, plans and improve performance. Working with the GPA executive team, you will be responsible for managing and monitoring the GPA's specific strategic outcomes that provide benefits to civil servants and our stakeholders.

**As Head of Business Planning and Performance, your main responsibilities would be**:

- Lead the development of what we are going to do and when we are going to do it.
- Co-ordinate information from multiple sources and stakeholder groups to form the core business plans.
- Monitor and manage an integrated set of KPIs via associated dashboard(s), holding senior leaders to account.
- Develop the GPA Business Plan that identifies all key business activity.
- Lead on the Management Statement and KPI reporting.
- Lead monthly Sponsorship meetings, preparing responses to key questions from stakeholders and implement any associated actions.

**You’ll have relevant experience in**:

- Experience of a business management role within the Public Sector.
- Experience of monitoring and developing KPIs.
- Strategic and creative thinking skills with the ability to take a government wide perspective.
- Strong influencing and leadership skills to work across the organisation and its key stakeholders including senior management.
- Strong interpersonal and stakeholder management skills with a proven record of building and maintaining strong, collaborative and productive relationships across functional and organisational boundaries.
- Excellent written and verbal communication skills to all levels of management to be able to verbally brief senior leaders, and build relationships across all levels.
- Experience of analysing and resolving complex challenges in a structured and logical manner.
- Exceptional emotional intelligence to understand and influence senior stakeholders.
- Ability to navigate conflicting views and priorities with senior stakeholders.- Please be aware that this role can only be worked within the UK and not Overseas._
