**Information About The Role**
To supervise, support and develop the Counter Terrorism Security Advisors. Supervise staff ensuring efficient operational activity, tasking and performance, in the delivery of CT protective security advice and CT awareness, to Crowded Places (CP), Hazardous Sites and Substances (HSS) and Critical National Infrastructure (CNI) to secure environments from terrorism and extremism.
Be the primary advisor to the Force, local Business and Industry as well as the wider community in counter terrorism security matters as dictated by Government and Force policy.
To assist Command with policy relating to counter terrorism and allied matters in the delivery of the Protect and Prepare agenda.
**Responsibilities**
Manage, support and develop the Protect Team consisting of Counter Terrorism Security Advisors (CTSAs), Awareness Advisors (CTAAs) and Administrators to ensure a balanced skill set for regional resilience. This will include appraisal, attendance management and implementing professional standards, managing performance, quality assuring work and facilitating staff in achieving accredited CTSA status. Support the regional Protect and Prepare lead in supervision and direction across the North West region
Maintain competence as a CTSA including completion of accreditation, a good working knowledge of role specific legislative procedures, national policy and tactical options to advise internal and external stakeholders.
To complete written detailed site security survey reports including making decisions and recommendations as to the management of risk and mitigating factors.
Quality assures CT surveys to ensure they meet national standards and support implementation of the recommendations made; accredited CTSA status required.
Quality assures CT awareness delivery, such as Action Counters Terrorism (ACT), to ensure they meet national standards.
Provide general protective security advice to sites and sectors that are determined by central government policy and Force Command
Maintain knowledge of groups, attack methodologies and current affairs relating to terrorism and extremism.
Resource demand and ensure resilience by monitoring staff workloads and abstractions, ensuring completion and prioritisation of tasks (National, Regional, Force), Also signposting, where appropriate, to other relevant stakeholders and websites.
To fulfill the statutory obligations of the Anti-Terrorism, Crime and Security Act 2001 and the Radiological Sources and Environmental Permitting Regulations 2010 with regards to the storage and use of certain toxic materials by organisations and the relevant recording methods.
To act as focal point within Force and the North West Region for counter terrorist protective security advice and policy development, representing the Force, Region or CTSA network when necessary at meetings, seminars, conferences and other Intelligence / counter terrorism related forums.
To advise and maintain regular contact with Government Agencies and the Security Service and to advise the police and the public, prior to and following incidents that are terrorist related, as appropriate.
To promote customer awareness of the terrorist threat and develop positive ongoing relationships with internal and external sources by appropriate discussion of changes in the prevailing terrorist threat. This will involve regular contact with all sections of the Counter Terrorism network, Force Emergency Planning Departments, Crime Prevention, Civil Contingencies and Community Engagement Departments and where relevant, other members of the police family.
Provide cover for the Regional Protect and Prepare Lead in respect of Protect matters as required.
Represent the Protect Unit at the Protect & Prepare Senior Management Group and attend the Counter Terrorism Branch Tasking / Pacesetter meeting when required.
To work in partnership with other police forces and government agencies in support of identified threats and priorities to counter domestic and international terrorism by providing appropriate security advice and training.
Maintain liaison and links to external agencies and regional forces regarding cross border issues that affect the Force.
To formulate Counter Terrorism Branch policy, strategy and tactics in liaison with external agencies regarding counter terrorist protective security matters and to advise senior command in relation to such matters.
The postholder must be willing and able to work flexibly, sometimes outside of office hours, and to travel to attend courses across the UK and provide regional resilience across the CTPNW collaboration area. They will be required to work cross border to provide support to their direct line reports in other Force areas and to provide resilience to Principal CTSA colleagues if required.
