Principal Programme Solutions Lead

KEY JOB RESPONSIBILITIES Leadership / Strategic To work closely with Programme Sponsors to meet programme benefit targets, in partnership with key senior stakeholders, and supporting project and programme managers. As part of the TPMO, work with all staff in the Divisions and Corporate departments to deliver what is expected to achieve the Trusts Strategic goals. Work in a strong and effective corporate manner, working with key stakeholders including Trust Executive Directors and Divisional Leadership Teams to ensure programmes are successfully achieved. To deputise for the Deputy Head of Programme Solutions as required.
Operational / Programme Management Through both challenge and motivation, develop effective project and programme teams working towards agreed goals. To ensure that individual project plans, risks, quality and issue logs are developed and maintained for each assigned programme in a robust, proactive manner; resolving issues arising from these through strong governance processes. Analyse programme data, systems and processes to identify change opportunities and recommend actions. Work with Corporate and Clinical colleagues to deliver programme benefits that result in successful programme benefits.
To ensure that work stream leads are clear as to expectations of their respective roles and responsibilities. Contribute and lead on the development of quality and performance measures and seek ways to exceed them; achieve results that are in the best interests of patients, staff, NUH and external partners. Make timely and sound decisions; integrate information and perspectives from colleagues to make reasoned, educated decisions; calculating and evaluating the long-term consequences of decisions. Ensure that internal processes and organisational thinking are regularly challenged to ensure continuous improvements to practice.
Ensure progressive solutions, which take into account models of best practice and best use of resources are incorporated into programme and project plans. Contribute to the development of project and programme management skills, giving guidance and mentoring to ensure a standard of project management is present across programmes. Mitigate problems early on, take on difficult issues and take a firm stand in the face of controversy, often in contentious and difficult situations with colleagues at all levels of the Trust. Ensure that the delivery of agreed projects, programmes and portfolios are producing a sufficient benefits profile for the Trust to meet its strategic objectives and sustainability requirements.
Work closely with colleagues to ensure that the Trust is providing optimum quality of care in line with national healthcare standards including Standards for Better Health and local healthcare targets. Support Sponsors and project / programme managers to ensure change programmes are well-structured and adequate to meet objectives. Ensure that the Trust is adopting best practice to support the Trusts objective to become a Centre of Excellence. Lead Trust-wide programmes and projects as required.
Performance Management Regularly assess and critique plans according to an agreed project structure, provide challenge and support / advice as to how to improve plans and increase delivery. Assess and evaluate project progress against agreed timescales and objectives and provide solutions to address any deviations. Provide reports as required at all levels of the Trust with assurance that appropriate follow up actions will be completed. Identify where projects will impact on quality, safety and operational/financial performance and ensure all work is concise, robust, financially sound and will not impact negatively, including challenging when Quality Impact Assessments have not been completed.
Work with all stakeholders to ensure objectives are delivered for the specific areas projects and programmes that the post holder is responsible for. Work with PMO colleagues to regularly review the effectiveness of projects and programmes to identify and rectify any blockages to performance; where this is not possible to escalate issues to the Head of Programme Solutions in a pro-active manner Ensure actions are progressed and delivered by leading and performance managing a portfolio of projects or programmes as required by the Trust. Develop and present performance reports, including analysis of data. Governance and Assurance Ensure assigned programmes have an appropriate and effective assurance system, which demonstrates they are being led and managed to high standards, even though they may be making changes that are controversial.
