Overview:
Are you commercially aware and keen to improve procurement professional practice across the public sector in Scotland?
This role is in the Commercial and Project Capability branch of the Scottish Procurement and Property Directorate (SPPD). As well as delivering vital public services, the power of procurement can deliver real, measurable impacts that are good for business and employees; good for place and communities; and good for society.
The team leads on improving procurement, commercial and project management skills within the Scottish Government and the wider public sector in Scotland. We support building capability to tackle the big issues, from inequality and climate change to underpinning inclusive economic growth.
This post is an exciting opportunity to deliver improvements in procurement and commercial capability across the Scottish public sector. You will engage collaboratively with key stakeholders including the Head of the Procurement Profession in the Scottish Government and work closely with the sectoral procurement centres of expertise. The role offers you an opportunity to use your commercial acumen to improve the future state and standards of the procurement profession in Scotland, which is already recognised internationally.

**Responsibilities**:
- Engage with the Head of the Procurement Profession and senior stakeholders across the public sector to address procurement capability and professional practice. Identifying ways for improving current performance and presenting clearly and confidently to a range of audiences at all levels.
- Lead on the Procurement Development Framework, a skills framework and online app that allows individuals and organisations in Scotland to assess their procurement capability and development needs. Identifying improvement opportunities and keeping the framework current and relevant.
- Lead on our national training frameworks for procurement and commercial skills, ensuring that learning materials are fit-for-purpose in the Scottish public procurement context. Working closely with customers and suppliers to manage the contracts effectively, confidently managing risks and issues.
- Manage the people strategy for the Scottish Procurement and Property Directorate, including its learning and development policy. Delivering and reporting regularly on SPPD learning and development programmes
- Directly line manage team members and support our procurement B1 graduate cohort, creating a sense of belonging using collaborative, influential and empowering behaviours.

1. Proven interpersonal and relationship management skills, evidencing clear communication and engagement with senior stakeholders across a range of organisations and/or functions.
2. Strong evidence of working with mínimal supervision and to a tight deadline on delivering a critical piece of work to a key customer.
4. Experience and understanding of procurement, evidencing your own professional development and how you have supported the development of others.
