**Job Purpose**
The Scottish Council on Global Affairs (SCGA or ‘the Council’) seeks to appoint a Head of Operations to provide strategic leadership and to manage all aspects of its research and public engagement operations.
The SCGA, which is formed of a partnership of the Universities of St Andrews, Glasgow and Edinburgh, is Scotland’s first independent institute of international affairs. It will provide a hub for collaborative, policy-relevant research and a home for evidence-based debate on all aspects of global affairs. The Council will bring together the public, private and not for profit sectors with academic expertise to encourage dialogue, debate and the dissemination of expertise on issues of international importance. It will deepen existing ties and forge new relationships between researchers and institutions in the United Kingdom and with centres of expertise in Europe and around the world.
The appointee will contribute, as a senior manager, to the development and delivery of the SCGA’s strategy, policy, operational plans and development.
**Main Duties and Responsibilities**
- Responsible for the management of all operations across the SCGA.
- To work closely with the SCGA Executive Director and Co-Directors in the formulation of the SCGA’s overall strategy.
- To work closely with the SCGA Management Committee in the fulfilment of its role as the operational hub of the Council.
- To participate in the formulation of the SCGA’s rolling strategic plan.
- To attend the SCGA Management Committee meetings to provide regular updates on Operational matters.
- To play a leading role in preparing the SCGA’s Annual Report.
- To ensure the creation and maintenance of robust record-keeping to facilitate financial oversight by the SCGA Directors and the Governance Board.
- To manage the distribution of funding for research projects and public engagement initiatives and to ensure effective liaison between project PIs and the Management Committee and SCGA
- To liaise with the Advisory Board as necessary in fulfilment of its role in providing strategic and operational advice to the Council.

- To create operational functions and processes that maximise efficiency and continuity.
- Prepare, implement and manage strategic and operational plans to meet business needs and objectives, ensuring that staff delivery models, structures and roles are clearly articulated, meet service delivery requirements and are within budgetary constraints.
- Resolve conflicts which may arise in relation to demand versus resources.
- Ensure robust financial management systems and controls are in place and maintained to ensure the SCGA meets its objective of providing value for money.
- Work in close partnership with senior colleagues across the SCGA to understand user needs and feedback on the delivery of the SCGA’s core objectives.
- Manage risks and maintain business continuity plans to provide for reliability and resilience of all SCGA operations.
- Recommend areas of focus and investment, identify benefits and opportunities and prepare all associated business case evidence to inform investment decision making.
- Provide management reports with data and performance indicators and enhance processes; standard operating procedures to ensure there is clear alignment with the SCGA’s strategic plan and core objectives.

A1 Educated to degree level in a relevant discipline, e.g. international relations, history, sociology or significant professional experience within a similar complex environment
A2 Proven evidence of experience with policy-relevant research
A3 Strong working knowledge of inter
- and multidisciplinary research in international affairs broadly-defined.
A5 Extensive proven experience with budgetary management.
Desirable
B1 Relevant post-graduate/Professional qualification
B2 Extensive experience in liaison with government stakeholders in the area of international affairs broadly-defined.
B3 Knowledge of best in class, customer service arrangements
B4 An understanding of the key drivers and future challenges for research institutes in a complex national and international environment.
