**Job summary**:
We’re looking a Head of Economics to continue to develop economics as a clear function and profession within Companies House and lead this function going forward. Economic analysis will be critical for Companies House following its change in status, and as it transitions to a new project governance framework, increasing the level of internal scrutiny given to the highest-value spending decisions. As a non-legislating Agency, the economics function will support spending decisions rather than regulatory/legislative decisions (although many of the spending proposals relate to implementing legislation).

In practice, this means embedding value for money analysis into internal governance and processes and, relatedly, ensuring decisions are underpinned by robust economic evidence where relevant. The postholder will need to balance embedding these professional standards and scrutiny against what is practical and achievable, and periodically review this balance as Companies House transforms and matures.

**Job description**:
The post holder for this role leads the economics function for Companies House. They will be integral in developing our economics function and capabilities to assess value for money across the organisation.

They will develop and implement requirements and standards for economics outputs within Companies House, that effectively balance (i) HMG standards for economic analysis (including the Green Book and Magenta Book), and (ii) Companies House’ internal processes, organisational maturity, and Accounting Officer guidance on acceptable standards of evidence to inform decisions.

As a member of the our Finance and Investment Committee, scrutinising and voting on high-value spending/investment proposals. Additionally, assume Case Lead responsibility for economic cases being reviewed by F&IC and externally, reviewing and quality assuring economic cases developed by team members to ensure they meet the standards outlined above.

Develop an economics strategy and workplan to cover the next 18 months to two years (the remainder of the Transformation period). The postholder will be expected to engage with senior stakeholders across Companies House, including Executive Board members, to identify the business areas, projects and investment decisions that would most benefit from economic support and build this into high-level organisational planning for the rest of Companies House’ Transformation period.

Lead/oversee the delivery of the economic case for the Companies House Transformation future programmes. This will involve influencing the development of programme-level options to present to The Department of Business and Trade, and obtaining DBT keyholder buy-in.

Play a key role in organisational bids for funding, including spending review bids. Ensuring the continued financial sustainability of Companies House through medium
- and long-term financial planning, aligned to business plans and strategies.

Oversee and lead where appropriate, value for money assessments to support high-cost decisions within Companies House. This will vary from moving to new office locations through to key legislative implementation methodology, like identity verification.

Represent Companies House within the HMG Economics profession, and with relevant academics as appropriate. In particular, maintain an excellent relationship with DBT Business Framework economist colleagues, collectively staying at the forefront of evidence and knowledge in this policy area. The postholder will also be responsible for the continuous professional development of economists within Companies House, which will include developing and making available career and learning pathways.

Play a key role in upskilling colleagues across Companies House on business cases, including designing and delivering training to a diverse range of colleagues and providing business partnering support to project SROs to ensure options evaluation is appropriate.
