**The Role**

**Flight Operations Policy Specialist (Personnel Licensing)**

This specialist role will see you working alongside the International Civil Aviation Authority (ICAO) to determine future regulatory policy, and identifying priority safety issues that can be implemented within UK rule making for flight crew, Air Traffic Controllers and Aircraft Maintenance Engineers

A vital role that sets the standards and will influence and improve UK legislation, enhance safety, and ensures that the UK remains compliant with International Civil Aviation and relevant Standards and Recommended Practices (SARPs).

Also providing support to CAA Inspectors in the Flight Operations (Flt Ops), Airspace, Air Traffic Management and Aerodromes (AAA), Airworthiness (AWD) the Investigations and Enforcement Team, the wider Safety an Airspace Regulatory Group (SARG) capability teams and to the Shared Service Centre to provide the best service to students and holders of UK licences.
- Influencing safety and delivering outcomes internationally to mitigate safety concerns and to support the CAA International Group contract delivery.
- Develop policies that are consistent with the safety and business needs, such as the CAA Business and individual action plans.
- Respond to Air Accident Investigation Branch (AAIB) Safety recommendations.
- Adherence to CAA Regulatory and Management systems.
- Achievement of policy objectives and service standards.
- Contribute to the Safety & Airspace Regulation Group (SARG) objectives to be recognised as world leaders in safety regulation.
- Contribute as Chair/member of working or study groups as and when required

**About You**

You will have experience and knowledge of aviation personnel licensing, ideally from Flight Crew, Air Traffic, or Air Maintenance licensing, along with a sound knowledge of aviation matters with relevant experience and qualifications Typically, this will combine an appropriate combination of specialised or practical experience and/or knowledge in this area and is supported by relevant professional qualifications or industry equivalent.
- Knowledge of relevant UK and global legislation (eg. ICAO, FAA, EU Regulations) and standards setting bodies (eg. BSi, CEN, LAA, BMAA & SAE) and appropriate levels in PBO, SMS, RIA, HF Better Regulation, risk assessment and project management is required.
- Confidence to participate in multi-discipline teams across the UK and internationally, demonstrating strong communication skills and working across all levels within the CAA and the wider industry.
- Collaborative working style with a flexible and adaptable work ethic, demonstrating lateral thinking, is analytical and has a focus on attention to detail.
- Produce concise, unambiguous discussion papers for presentation at various bodies
- IT literacy is essential along with the ability to produce concise and accurate ccommunications.
- Ability to assess risks and escalate as appropriate

**Additional Information**

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
