Spencer Clarke Group are working alongside a local authority based in Bracknell Forest to appoint a talented **Community Hubs Programme Manager** on a contract basis.

As a **Community Hubs Programme Manager**, you support the provision of community hubs which are at different stages of delivery.This will include programme managing the planning for the development of one hub; putting in place a managingpartner for another hub that has been completed through leading a procurement process and finalising the managing partner and facilities management arrangements for the third hub which is due to start development this spring. The key tasks of the role areto **effectively programme manage and lead on stakeholder management, procurement and facilities management arrangements** for community hub projects including the coordination of plans, resources, budgets, risks, quality, performance and delivery,ensuring the provision of regular and accurate progress reports for key stakeholders. Lead on putting in place contracts and leases with operators and supporting all preparations for the launch of hubs. This will include putting in place contracts for a varietyof maintenance services such as street cleaning, window cleaning and servicing of the plant.

**About the role:
- Lead on all procurement, lease and contractual agreement activities it to deliver a successful launch of the community hubs.
- Build effective relationships with team members and any external consultants responsible for delivering services to effectively engage, persuade and influence on the target outcomes.
- Ensure programme deadlines are met in a timely and efficient manner and deliver appropriate stakeholder management.
- Manage and record costs of the delivery of the programme including managing the process to request additional funding to support the project deliverables as necessary.
- Managing timely engagement, communication and change management.
- Developing and maintaining a milestone schedule with particular emphasis on key interdependencies with other projects.
- Create and manage a comprehensive risk register for the project including the implementation of all agreed mitigations

**About you:
- Excellent programme management skills including risk, change, stakeholder and issue management.
- Experience in procurement and facilities management.
- Experience in construction projects with knowledge of the planning system.
- Experience in community engagement and facilities is desirable, ideally in a local government context.
- Ability to provide leadership and direction to project teams and key stakeholders.
- Ability to persuade and influence Senior Officers and stakeholders.
- Ability to think critically and challenge project deliverables and progress.
- Excellent project planning and organisational skills
- Uses negotiation skills and change control process to agree changes to scope, deliverables, resource costs and timescales on projects.
- Experience of managing complex projects across organisational boundaries and with multiple stakeholders.
- Experience of change management with a variety of different groups including engagement and communications, collaborative working and behavioural change.
