The Head of Investment Programme is responsible for managing Affinity Water’s multi million pound capital investment portfolio. This role will ensure that the company’s current and future investment plans are optimised by considering legislative and regulatory requirements, current performance, risks, planned benefits, costs, and programme critical paths to ensure effective prioritisation across the AMP. This role will ensure that Affinity Water deliver on our regulatory obligations and identify opportunities and risks associated with the delivery of that programme.

**Leadership**

This is a senior leadership role within the Asset Strategy and Capital Delivery directorate. In addition to the functional team leadership accountabilities, this role is expected to play an active leadership role across the directorate and wider Affinity Water business. You should expect to have responsibility to identify, sponsor and lead change projects within your own team, directorate and across the business outside your direct teams accountabilities.

You will be expected to represent Affinity Water (in their area of expertise) in national level groups including government, regulators and speaking at external conferences and events. The individual should be confident to speak and present to stakeholder groups such as politicians, government officials, journalists and regulators both within their own area of expertise but also on broader business issues.

**Managing People**

You will lead and inspire a team of professional engineers, scientists and support staff, fostering a culture of curiosity, challenge, collaboration, and continuous improvement. The role is responsible for a team of circa 12. Sub-teams in IPM include the company’s Programme Management Office, the Investment Portfolio team, and the Cost Intelligence Team.

You will provide clear and visible leadership to direct team, employing good practice in the management of behaviours and performance. You will lead the implementation of talent management approaches within the team including succession planning, leadership and skills development, and a strategy for talent acquisition and retention.

**Requirements**:

- Work with key internal stakeholders to ensure the company’s capital investment plans deliver the optimal balance of cost, risk and performance while remaining within our capex allowance.
- Profile investment across the AMP and undertake reprofiling as required, whilst ensuring decisions safeguard performance commitments and key regulatory commitments and expectations.
- Create, update, and maintain detailed forecasts of the company’s planned investment, including setting the annual capex budget for Board approval and quarterly reviews to validate project managers’ forecasts of our year-end outturn.
- Establish and maintain a schedule of efficiencies to deliver portfolio headroom within the AMP and advise the Investment Committee on recommended actions, while ensuring performance targets are achieved.
- Lead the capex month-end process, including reviews of actual cost of work performance and forecasts, and monthly reporting, in collaboration with Finance.
- Provide expert knowledge and support to the Investment Committee for the purposes of effective and balanced decision making.
- Own and operate Copperleaf Portfolio (investment planning and portfolio optimisation software).
- Implement benefits management for capex projects, including benefits quantification, tracking and realisation for all completed projects.
- Establish fit-for-purpose, right-sized Programme Management Office support services to capital investment portfolio delivery teams.
- Develop and execute a plan to evolve the Cost Intelligence function within the team.
- Develop and lead on a programme of communications and engagement within the business to share the investment plans, investment strategies and current performance.

**Experience**
- Senior leadership and line management experience
- Highly numerate with an appropriate technical degree (essential), likely to hold post graduate qualification or professional membership of an appropriate institution
- Significant experience of managing capital projects and programmes, preferably in the water industry.
- A good understanding of how a PMO should operate and how to drive performance within a capital portfolio.
- Experience of driving capital efficiency, challenging projects and value engineering / risk and value processes
- Preferred - a good understanding of the water industry regulatory environment, periodic review processes and how to influence cost, performance a risk within the water sector.
