**Job summary**:
The Royal Navy Principal Security Advisor (PSyA) is the lead organisation for Security across the Navy TLB providing policy and assurance to all military and civil service personnel in the Physical, Information, Physical and Counter Intelligence domains, including security risk management advice and guidance. The team consists of 75 SMEs under the leadership of an mil OF5 (G7).

The Security Coherence post within PSyA provides support to the Head (Hd) of PSyA, including making recommendations to them about operational and administrative requirements, improvements and efficiencies.

The jobholder acts as a key interface between the Hd of PSyA, staff within PSyA and other agencies/stakeholders on a wide range of security issues.

This is a non-operational post although an understanding of the wide range of security, and associated policies across the Navy TLB and wider MOD both operationally and at HQ is required.

The jobholder will report directly to the Hd of PSyA and have broader coherence responsibilities for PSyA.

This position is advertised at 37 hours per week.

**Job description**:
The purpose of the role is to cross functional and to provide support to the Hd of PSyA and the 9 Heads of Department.

The jobholder will ensure that performance across PSyA is monitored, that issues are highlighted and opportunities to improve efficiency and effectiveness are proactively pursued.

The job holder will ensure the Hd of PSyA, and others as appropriate, are informed of priority matters and are given options and/or recommendations to help them to operate effectively.

The job holder will ensure that good working relationships with Hd of PSyA are maintained by communicating priorities effectively.

The jobholder acts as a single point of contact for PSyA on a number of key areas including Sharepoint, Information Technology, Workforce Management (both military and CS), Budget Management, KPIs, Business Continuity, providing appropriate signposting as necessary.

The jobholder will assist PSyA CoS with the overall management of Health and Safety within PSyA including compliance with Health, Safety and Fire Regulations (H&S)

The jobholder will also manage relationships and liaise with a range of internal and external stakeholders and support the internal working in PSyA.

**Responsibilities, Activities & Duties**

The job holder will be required to carry out the following responsibilities, activities and duties:

- Across the PSyA security departments analyse business information, determining relevance and benefits, efficiencies and compiling information reports.
- Promote a culture of innovation and continuous improvement, undertaking reviews and making recommendations as necessary.
- Ensure operational and management information systems are in place to monitor and report on performance and identifying operational, resource or organisational issues that may impact on performance.
- Work with other Coherence leads/Business Managers across the TLB to share best practice and maximise business improvements.
- Establish effective working relationships with internal and external colleagues.
- Manage the maintenance the PSyA Share-point (SP) site/s icw with departmental SP leads.
- Manage PSyA Budget and all contractual issues (CP&F/EPCs)
- Agree departmental budgets and predicted costings
- Make proposals for expenditure on programmes of work
- Manage budgets and provide unit costings for activities
- Advise on financial and resourcing issues to inform objectives and forward planning
- Have responsibility for EPC management/CPNF
- Work with Finance BP, HRBP, on budget matters, workforce planning (WFP) and other operational issues.
- Oversee WFP and ensure reporting responsibilities are maintained for both military and CS personnel (JPA/MyHR).
- Assist with recruitment activity as required by Hd PSyA.
- Implement, maintain and coordinate all aspects of new joining routine.
- Promote and uphold “agile” ways of working.
- Manage PSyA Business Continuity (icw SEO SR&BC), Information Security and Data Protection.
