**Summary**:
Her Majesty’s Naval Base Portsmouth (HMNBP) has been an integral part of the city since 1194. It is home to almost two-thirds of the Royal Navy's surface ships, including the new aircraft carriers HMS Queen Elizabeth; HMS Prince of Wales; the formidable Type 45 destroyers; Type 23 frigates; and mine countermeasures and fishery protection squadrons.
The base is a major employer and provides lodging facilities to RN personnel serving at the base and in Portsmouth-based ships.

HMNBP is one of three naval bases providing enabling support as part of the nation’s defence strategy. In doing so, HMNBP seeks to improve through science and technology to strengthen its security and defence at home and overseas. This requires continuous improvements in building capacity, capability and resilience through its people. It is the home base for assigned ships and ship’s companies preparing for operations. A key component of achieving this support is the ability to deliver the full range of increasingly sophisticated engineering support services. **Job description**:

- The Head of Security is directly accountable to the Naval Base Commander through COB for all aspects of Naval Base security and counter terrorism planning to meet specific and clearly identified threats and to cater for less immediate but more generic threats.
- Head of Security’s geographic area of responsibility covers HMS NELSON, HM Naval Base Portsmouth and Satellite Establishments and includes all resident organisations, lodger units and their contractors/visitors.
- Head of Security is responsible for the delivery of the Naval Base Security Strategy and tactical outputs in the areas of Physical security. Policy compliance, Assurance, Counter Intelligence and IT Security.
- The Security Access, Policy and Culture Advisor directly assists the Security Access, Policy and Culture Manager in ensuring that HM Naval Base Portsmouth remains compliant with the Security policy laid down in HMNB Portsmouth Standing Orders, the Defence Manual of Security, JSP 440 and Navy Command Security Regulations.
- It is essential that they have experience in the Security Industry (or relevant)-
**Responsibilities**:

- The post holder will work with the Access, Policy and Culture (APC) Manager and will be responsible for providing invaluable support on all matters relating to Naval Base Access, Security Policy and Security Culture.
- They will provide guidance on security matters based on current policy as laid down in the JSP440, NCSR’s and Naval Base Security Standing Orders.
- The post holder will provide support to the APC Manager to maintain, develop and progress a positive security culture across the Naval Base in line with the Security Strategy.
- The post holder will be responsible for the development and maintenance of the new Security Culture SharePoint site and will be responsible for updating the site on a regular basis.
- They will be required to seek out the latest MOD security culture advice and create monthly security slides in support of the Naval Base Security communications plan.
- Support the APC Manager in the review and approvals for accessing the Naval Base whilst developing good relations with Suppliers and Contractors.
- Monitor and respond to access queries via various communication channels.
- The post holder will assist the APC Manager with Intelligent Customer requirements and attend meetings as required.
- Assist APC Manager in the regular review of the Security policy documentation, including Standing Orders, Portsmouth Naval Base Security Instruction and QEC CONOPS.
- Conduct mandated audits with the Naval Base BrUSOs of MOD Form 102s.
- Devise and maintain a comprehensive vetting register for NBC’s Organisation.
- Deputise for the APC Manager when required.
- Be prepared to support any area of Base Security as directed by the BSYO when operational demands increase.
