The Intellectual Property Office (IPO) is an executive agency of the Department for Science, Innovation & Technology.

The IPO is responsible for both the operational and policy aspects of intellectual property (IP) rights including patents, trade marks, designs, copyright and tribunal functions. It is also responsible for educating innovators and consumers about IP rights and responsibilities and supports the enforcement of IP rights.

We have recently decided to bring together organisation design and development activity into a Culture, Organisational Development & Design team within the People & Places Directorate, and our Talent and Learning team sits within this area.

The Head of Talent & Learning role reports to the Head of Culture & OD&D and is responsible for line management and continued development of two Talent & Learning Specialists and has broader responsibility for a team of 6.

The IPO’s mission is to ensure that the full potential of ideas, knowledge and creativity is realised for the benefit of the UK economy and society. We promote innovation by providing a clear, accessible, and widely understood IP system. This key role will provide Talent & Learning expertise to the organisation in support of this mission, playing an active role in learning, development and talent management across the IPO.

Working location

This role will be carried out in-line with IPO Hybrid working arrangements where staff are currently expected to attend the office a minimum of 1 day per week, or equivalent if part-time, on-site at our Newport office.

Job description

We are seeking an experienced individual with evidence of heading up talent, learning & development teams whose key responsibilities will include:
Leading and managing a specialist team of talent, learning & development practitioners in the development and delivery of aligned programmes, including the provision of team and individual solutions across the organisation
Influencing and engaging with Senior Leaders and Boards across the organisation, providing challenge where needed, securing commitment and leadership of key development activity that drives delivery of the IPO strategy
Managing the IPO talent, learning & development budget
Working proactively, flexibly, and independently as part of non-hierarchical multidisciplinary teams. In 2023 / 2024, this will specifically include designing a Leadership Development Programme and supporting a Strategic Workforce Planning programme of activity.
Building and maintaining collaborative working relationships to ensure that messages are effective, and any impacts are well understood and planned
Keeping a view of all talent, learning & development activity taking place in the IPO to ensure alignment and coherence
Continue developing the IPOs approach to talent, learning & development using Civil Service and external networks to bring new thinking and ideas into the IPO
Be an active member of the wider IPO Leading Managers Group and the leadership team within Culture, OD&D, providing direction and support to colleagues
Always ensure that your approach is aligned to IPO’s ‘Deal’ principles

**The post holder will**:
Be an experienced talent & learning professional with a proven track record of leading teams, coaching, developing and motivating others within high performing teams.
Have a recognised HR / Talent & Learning (MCIPD Level 7 preferred) qualification
