**Job description**:
DIO manages £35bn of infrastructure assets and spends £3.5bn each year maintaining and developing those assets on behalf of the whole of the MOD in pursuit of its strategic objectives.

DIO’s finance function aims to provide best in class financial management, reporting and advice to a range of stakeholders across the MOD, ensuring value for money for the taxpayer in how the Department’s Infrastructure Portfolio is delivered.

This senior role acts as a finance business partner to the Major Programmes and Projects (MPP) business area (BA) in their area of responsibility. Providing direction and guidance, project controls and reports to internal and external customers including the Senior Leadership in DIO.

In this role you will lead a team of financiers using your excellent communication skills to collaborate and influence and inspire your team to deliver high quality outputs which add insight and support effective decision making. Coupled with a strong technical background, you will provide exceptional financial management to the Senior Leadership team in DIO.

This role will require travel to various locations around the UK (though the visit frequency will depend upon complexity and materiality of the delegated budget).

**Providing Policy and Advice**:

- Responsible for the provision of clear & robust strategic financial advice to all relevant stakeholders to ensure that the full account of the Pan DIO and delegated TLB’s financial position is taken in to account in making estate investment decisions as appropriate. Promote the financial integrity of this area and set the strategic direction for financial management across the BA. Accountable and Responsible for the coherent financial management of the budget. Ensuring that appropriate delegations are in place and exercised. Responsible to the Head of Ops Finance for ensuring that resourcing requirements are articulated robustly

Budget / Financial Management
- Responsible for managing and staying within own delegated budget as well as staying within TLB owned budgets for the BA. Ensure appropriate financial management for teaM/Function that is compliant with MOD policy and DIO internal requirements. Engage in pro-active forward financial planning - including seeking necessary resources. Ensure submitted business cases within own delegated budget are of high quality and have been internally scrutinised. Delivery of timely/accurate financial reporting for teaM/Function including forecasts of outturn and input to annual financial planning processes as required, raising significant financial issues and risks.

**Performance Reporting**:

- Provide leadership for performance management & analysis activities for the MPP BA and contributing to the wider MPP BA. Lead on the identification & implementation of risk mitigation activities. Engage with DIO Corporate Reporting to inform & develop strategic level corporate reporting. Accountable for the coherence, accuracy and timeliness of all financial reporting requirements placed upon the team. Lead reporting process for the forecasted financial position through the management of the reporting process along with supervisory guidance and engagement at all appropriate levels.
