Manchester, United Kingdom British Cycling Full time

**Integrity Committee**

Position Type: Voluntary

Term of Office: Three years upon appointment (with opportunity for extension)

Remuneration: Expenses Only

**Background**
British Cycling is the internationally recognised governing body for cycling in Great Britain. It works across the various disciplines of the sport (BMX, BMX Freestyle Park, Cycle Speedway, Cyclo-Cross, MTB Endurance, MTB Gravity, Road and Track). It is committed to a range of initiatives from “playground to podium” to create a true cycling nation by inspiring a boom in participation. There have never been more opportunities to ride a bike, be it for fun or sport, and British Cycling is at the heart of this growth.

British Cycling membership currently stands at over 135,000. It provides a suite of benefits and support to its members, with all membership revenue being re-invested back into cycling.

Participation in cycling has risen significantly and British Cycling is committed in its ambition to become the world’s leading NGB, driven by the creation of a “one British Cycling culture” where people are on a par with performance. It is fundamental to our belief that British Cycling can continue to deliver world class performance and, indeed can only continue to improve if the culture of world class people, and “highest challenge, highest support” is in place.

**Governance Structure**
British Cycling is responsible for the management and development for all key areas within the various disciplines of cycling along with the key priorities of anti-doping, equality and safeguarding key priorities. These areas require robust structures to best protect the interests of all stakeholders in the sport.

British Cycling’s key decision making bodies are its Board of Directors and the senior management team which rely on the expert advice and support of a series of committees. The committees relate directly to key corporate or sports-related functions and undertake ‘deep dives’ into particular issues, providing guidance and recommendations to the Board about specific technical matters.

**Membership and Meetings**
The Integrity Committee will meet three times per year. Meetings are held at the National Cycling Centre in Manchester (and/or online) usually during normal working hours. The role is unremunerated but essential travel and subsistence costs will be met.

**Scope**
The Integrity Commission reviews and recommends appropriate ethical standards and policies to which all aspects of cycling will be held accountable, providing an efficient and transparent framework for the monitoring, investigating and reporting of unethical practice within both competitive and recreational participation in the sport. Areas that the Committee may review are wide and include anti-cheating; anti
- doping; athlete welfare; betting and gambling; disciplinary; ethics; fair play; human rights; performance enhancement; race-fixing; safeguarding and technological fraud.

**Responsibilities of the Integrity Commission**
a. To formulate organisational responses to national and international developments relating to ethical issues and integrity, relevant to the remit of the British Cycling Board;
b. To advise the British Cycling Board on those general and specific ethical issues upon which the Board may seek advice in the formulation of policy;
c. To provide oversight of all matters that may bring the integrity of the organisation into question;
d. To provide guidance on interpretation and monitoring of policies and procedures;
e. To receive reports upon and approve the procedures for appropriate recording and reporting of any instances of alleged or proven malpractice to the appropriate bodies;
f. To monitor the delivery and uptake of training activities scheduled to support relevant staff and athletes with regards to ethical practice;
g. To review the Committee’s Terms of Reference and ensure they are fit for purpose;

**Key Responsibilities of Members**
a. To review and approve policies relating to matters listed under ‘scope of the committee’;
b. To contribute expert knowledge to inform the decisions and recommendations made by the Committee to the Board;
c. To maintain a general awareness of current affairs relating to the sport of cycling and other sports;
d. To attend the tri-annual meetings of the Integrity Committee;
f. To engage with the committee induction process and participate in further training as required.
