**We are currently working with Enfield Council to help recruit for a Special Projects & Defects Manager,**

**Purpose of the Role**:
The purpose of this job is to lead on the delivery of the Council’s Building Safety and sustainability programmes over the next three-year period, to a value of circa £65 million;
1. To work with the Director of Resident Safety and the Building Safety Programme Manager to design and deliver a holistic capital investment programme to high rise residential buildings (HRRBS) and across the housing portfolio to ensure the safety and sustainability of council housing assets;
2. To support the Head of Asset Strategy with the design and delivery of a whole house retrofit pilot (value £4 million);
3. To work collaboratively with the Building Safety and Asset information Manager to ensure suitable and sufficient information and data is attained, regarding safety and structural risks, during retrofit programmes on HRRBs to enable the creation of Safety Case Files;
4. To lead on the creation of photographic and BIM models for projects across the HRRBs stock;
5. To support the design and embedding of a new resident engagement strategy for capital programme delivery, with the newly formed resident engagement team;
6. To lead on the resolution of latent defects and resident complaints regarding the quality of completed works, post-handover on legacy schemes;
7. To represent the Council in strategic partnerships and in the delivery of capital programmes;
8. To ensure that all target milestone dates are met, where completion of works is a requirement of external funding;
9. To monitor the quality of delivery of external consultants (where appointed) to support contract delivery;
10. To build, establish and develop key strategic partnerships at a senior level, internally and externally; including but not limited to Programme Boards, Government departments, GLA, TfL, Environment Agency, landowners and developers to maximise and secure sustainable delivery as appropriate to individual projects;
**Essential**:
1 An undergraduate degree in a construction or property field.

3 The post holder must have excellent project management skills, with experience of managing multiple complex contracts over a number of different locations at the same time. Highest spend in one year to be achieved will be approximately £40million.

4 The post holder must also have the required interpersonal skills to manage a multi-disciplinary team of consultants and actively engage with residents.

5 Experience of delivering successful outcomes from procurement and contract administration processes.

5 Evidence of continuing professional/ personal development

6 Good written and verbal communication and able to communicate effectively at a range of levels.

7 Knowledge of EU tendering requirements and regulations.

8 Knowledge of CDM and asbestos regulations and codes of practice

9 Knowledge of Performance management systems

10 Knowledge of budget management technics and practice

11 Political Awareness
