**Job description**:
The post is part of Active Travel England (ATE), a new Executive Agency of the Department for Transport. The post provides an opportunity to work in a high-profile programme area with regular Ministerial and No.10 engagement. It offers a mixture of programme management, analytical and technical work coupled with significant outward facing exposure working with senior managers in other Government departments, Local Authorities, industry, and walking and cycling interest groups. Also, regular engagement with parliamentary business.

The Walking and Cycling Projects Officer will work as project delivery professional, as part of a multi-disciplinary team to design, set up and manage a large multi-year revenue investment programme to enable higher levels of walking, wheeling and cycling. This includes the local authority Capability Fund and an outreach programme delivered through non-governmental organisations (NGOs).

The role will be responsible for leading on delivery and monitoring of existing Capability Fund revenue programmes (£30m per year), alongside developing and delivering new funding rounds. This will include setting up the commissioning pack for bids, assessment of bids against value for money and quality requirements, agreement of grant documentation, monitoring and reporting on progress in delivery, and payments in line with the delivery timetable. The role will also support development of new ATE delivery processes, such as integrated capital and revenue monitoring and evaluation systems. It will manage informal consultation activities with local authorities, NGOs and supply chain stakeholders to co-develop and test the scope and evidence requirements for the multi-year funding approach and monitoring of the subsequent delivery programme.

The role will develop and maintain key briefing material, external lines and Q&A and manage related public and parliamentary correspondence. It will enable robust and timely decision making and challenge by senior management and Ministers on design and delivery of the revenue funding programme, through relevant proposals via the ATE Investment Programme Board, Executive Committee and ATE Board, via development and presentation of relevant evidence, papers and highlight reports.

**Person specification**:
**About You**

To thrive in this role, you will have previous experience delivering a programme or project, from development through to implementation.

You will have strong communication skills and have experience working with a wide range of stakeholders to deliver projects or develop new processes.

**Additional Information**

A minimum of 40% of your working time should be spent at your principal workplace, although requirements to attend other locat
