Assistant Director - Neighbourhoods
Sanctuary Personnel, a leading recruitment company within the private and public sector has a locum role for an Assistant Director to work within a Community setting based in Liverpool.
The pay rate for this role is £640 Inside IR35 and this is an initial 6-month contract.
This role is to work full time Monday - Friday, 9am - 5pm.
Role specific responsibilities:
- To commission and develop the neighbourhood 5-year strategy in line with new ward boundaries and develop the financial and operational framework for delivery
- To develop a coherent use of resources across the directorate (people and money) to align with the Strategic Neighbourhood agenda
- Input from a community perspective into the Community Asset Transfer Policy
- To strategically manage the neighbourhoods and community teams ensuring the outputs/outcomes from the pilot activity currently being delivered feed into the overarching strategic framework for neighbourhoods.
- Lead on the strategic development of the Community Safety Team including prevent/violence against women/refugee and asylum and act as lead officer for these agendas.
- Develop key partnership working especially with Merseyside Police and be the strategic lead for that relationship
- Develop a coherent model for communicating with members so their concerns are actioned in a timely manner
- Lead on the building of relationships with relevant government departments, the combined authority, and partners in our boroughs re the neighbourhood’s agenda
- Lead on the development of funding opportunities including overseeing the management and implementation of all Community Grant activity across the Council.
- Strategically drive the grants programme both the funding we can attract and how we spend our resources - Be ambitious for our communities and our city. Act as an advocate for Liverpool City Council and help corporately to drive its improvement journey through embedding an open, honest and kind management style both internally with staff and externally with partners.
- To lead and promote highly effective partnership working, delivering across organisational and local authority boundaries to deliver on the City Plan objective of creating safe and thriving neighbourhoods
- To have a comprehensive understanding of local government and the devolution of powers to the city region level, the national and political context within which it operates and the current challenges and opportunities it provides. What we're looking for:
- Educated to degree level or formal qualification in a relevant discipline.
- Substantial senior management experience in a comparable organisation relevant to the provision of one or more aspects of neighbourhoods development
- A proven track record of improving neighbourhoods through the development and implementation of a neighbourhood strategy
- A successful track record of achievement including managing challenging change initiatives and projects which involve complex budgets and a range of funding streams.
- Experience of leading and motivating significant numbers of staff in a demanding environment.
- Successful experience of leading within a performance culture, including people planning, target setting, performance appraisal and the management and motivation of diverse staff groups.
- An ambitious but pragmatic approach that pulls together initiatives to create a coherent, operationally sound and publicly understood neighbourhood strategy.
- A proven ability to drive partnership working
- A proven ability to think strategically from initiation to report writing and presentation to implementation
- A proven ability to write detailed but concise reports for a range of audiences
- Strong communication, influencing and negotiation skills with the ability to inspire; together with the ability to present clearly in a wide range of formats to diverse audiences on complex issues.
- Good judgement and the ability to anticipate and plan for future developments.
- The ability to develop practical and creative solutions to both service and corporate problems.
