Overview:
The Scottish Procurement & Property Directorate (SPPD) leads the development of public procurement across the Scottish public sector. In developing and coordinating services that support and continually improve the effectiveness of £16bn of public spend, Scotland is often identified as a positive case study in the use of public procurement to deliver public service outcomes. Aligning to the National Performance Framework, public procurement in Scotland must deliver social change while being business centred, rooted in place and community, open, transparent and innovative.

This senior role is based in the Procurement eCommerce & Best Practice Division which is made up of 4 teams: eCommerce & Procurement Best Practice; Procurement Engagement; Procurement Management Information; and SG P2P Governance.

You will lead and direct the Procurement Management Information Team who provide advice and guidance on the use of procurement, spend and supply chain data to demonstrate the impact of procurement on a range of strategic outcomes. You will be responsible for managing the national Procurement Information Hub which is used by over 100 Scottish public bodies to analyse procurement spend at a national, regional and local level. You will be responsible for the implementation of a new national Procurement Management Information Platform that will deliver enhanced business intelligence and analytical capability for a range of stakeholders across Scotland.

You will also support the Deputy Director in developing the digital procurement strategy and transformation roadmap which will set the future direction for eCommerce and Management Information. This will require extensive engagement with a wide range of senior stakeholders from across the Scottish public sector, UK Government and other Devolved Administrations as well as a range of private sector organisations.

As a manager you will be a member of the eCommerce and Best Practice Division Senior Management Team helping provide direction and guidance for the future service as well the primary contact for all Management Information reporting.

**Responsibilities**:

- You will establish the Procurement Management Information Platform, defining the strategy, validating business needs and overseeing the design, development and implementation of the solution, whilst taking into account stakeholders requirements.
- You will work closely with a range of senior stakeholders from across a variety of disciplines (procurement, finance, digital and economy) to promote how procurement and supply chain data support the delivery of key strategies, policies and outcomes.
- You will drive the delivery of the Procurement Management Information Branch, monitoring projects and services to ensure processes and systems developed by the team make procurement more efficient, transparent and consistent.
- You will ensure that the ongoing performance of existing services and contracts are fit for purpose, maximising the benefits delivered to end user organisations. This will include managing suppliers and facilitating continuous improvement.

2. You will have a proven track record in leading staff and influencing key stakeholders. You will be able to demonstrate how you have expanded your network of influence to lead change in areas outside your direct control whilst managing stakeholder expectations.

3. You will have excellent communication and engagement skills, demonstrating that you can engage with and influence senior stakeholders to maximise collaboration and support the delivery of strategic outcomes.

4. You will have a proven track record in monitoring performance of contracts and suppliers to ensure continuous improvement in the value delivered by the solutions/services delivered whilst managing a wide range of stakeholder expectations.

You will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade.
